Individuals or a group of people within a community tend to hold a dynamic relationship with the health care institutions. The opinion of the public plays a role in shaping the institutions. Health care policies that are initiated by a health care institution reflect directly on the idea of an individual regarding that institution. If the policy that is implemented has distributed the burdens and benefits of the community regarding health care in a balanced and fair manner, the individuals would definitely have positive feedback to the institution.

The impact of the institute, passing the policy, on the individuals would also depreciate over time. The community prefers institutional arrangements that tend to protect the privacy of the values of the individuals. The Medicare program in Canada is a program that embodies the distinctive Canadian national values. Public opinion regarding this program has played a major role in shaping this health care institution. In this instance, it was noticed that the general opinions grounded in values are “stickier” as compared to community opinions about the particular states of affairs.
