Roundabout Outdoor/Playpumps International (Roundabout) is an outdoor advertising company and marketer of "PlayPump", a merry-go-round installed above a well. The company formed an alliance with the World Bank, local businesses, the government, and a nonprofit organization aimed at providing potable water in rural communities, enhancing recreational opportunities for children, and promoting HIV/AIDS awareness in South Africa (Dev Marketplace, 2009). The project was featured in the Arup Journal (Singleton, 2003) as an example of a sound engineering solution for poverty alleviation.

This report analyses project governance in terms of the roles of the project manager and the stakeholders. Frontline stakeholders are the children, community members, and advertisers who benefit from the project. At the management/ organizational level is Roundabout, represented by Trevor Field, and employees and suppliers tasked with activities for the project. Financial stakeholders include the World Bank and other funding providers. Sectoral stakeholders include the allied nonprofit organization and international marketing partners.

National stakeholders are the government ministry and Love Life, the South African national HIV prevention programme. Community stakeholders are local authorities and members of the village school near where the play pump is installed (Dev Marketplace, 2009).
