The proposal includes the discussion about the importance of the training and development activities in the immigration police department in Cyprus. The proposal also discusses about the various previous literatures that have discussed about the topic under study in the past. The paper also includes the use of different methodologies that has been adopted in the research. The methodologies include the use of primary and secondary sources for data collection for the purpose of analysis of the research. The survey and interview method will be used for the purpose of primary data collection and the review of the several literary sources as been utilized for the purpose of collecting the secondary data. The proposal also includes reflection statement with respect to the potential and practical problems that have been faced while performing the research. The reflection also includes the theoretical and conceptual problems faced by researcher during the research. Finally a conclusion is drawn based on the overall research, and discussing the next steps that need to be taken. Introduction Aim/ Focus The main aim and focus of research study is on the use of training and development in the immigration police department in order to address the building and development of the culture in the organization and bring in new insights in the department with respect to improving the current practices (American Society for Training and development 1987). This focus will be effective to explore the impact training and development also to determine the way through which the immigration police department will benefit from these practices. Dissertation Topic: “Training and Development: Immigration Police Department in Cyprus.” Main Research Question: How does the employee development and training programme will contribute to an Employee driven Culture in an Organization? For the purpose of conducting the proper investigation and review, a Critical literature review and primary research will be conducted for addressing the sub questions would take place: a) What hinder the practice of Employee Development in creating an Employee driven Culture? b) What are the factors that need to be analyzed in order to create an employee driven organization? c) What aspects of organization current culture, practices and process shape the existing Employee Development Practice? d) What needs to be done to improve the relationship/ alignment between Employee Development and Employee Culture? Research interest: The main aim of the research is to identify and evaluate the issues of development of employees and the impact of development on the employees of the organization and the organizational culture within the immigration police department in Cyprus. The assignment will add a great value in the development of the skills related to human resource and will help in the future development. The following piece of work is of great personal interest and will add certain value in the application of the theoretical questions into practice. Objectives: The main objective of the research is to analyze as to how the employee development system will contribute towards building an employee driven culture in the immigration police department in Cyprus. From the research under study, the following research objectives will be attained that would be effective to achieving the aim of research: Identification of the individual and organizational training needs. Identification of factors that are hindering the employee’s development. Identification of the training and development methods those are most suitable. To access the factors that hinders the development of employees and creating an employee driven organization. To determine the extent at which the current aspects of the organizational culture, helps in shaping the development of employee practices. All the above explained objectives will be relevant with respect to exploring the research problems and will also help in concluding significant results. This will also prove to be effective in achieving the aim of the research. The question under the research is interesting because there s a high requirement for the training and development of the staff of the immigration police department. This is also vital in order to bring in the employees driven culture in the department of immigration police department in Cyprus. This is also vital in order to analyze the different training and development methods that can be used in the study for bringing the employee driven culture in the organization and make the working of the department more efficient and effective. Literature Review Literature review is the significant section in the dissertation as it analyzes the previous work of the researcher through the journals, books, etc. In this literature the author Fullan (2001) has discussed about the NYPD training, which is a largest department of police in the country, situated in Chicago (Fullan 2001). In the literature the author has analyzed the need of training and for improving the relationship and alignment between Employee Development and Employee Culture. For providing the training Patrol and Transit services are responsible. The author has discussed that various services are provided to the staff such as, recruit training, specialized training, leadership development and executive development training, firearms and Tactics (Schneier 1994). All the training programs are conducted under the guidance of supervisor. The aim of the research is to conduct training to develop the officers with the ability of professionalism and integrity towards the better service in the community (Charrier 2004). The author has analyzed that quality of training and welfare provided to the organization personnel has the important impact over the operational efficiency and behavioural integrity (Rostker 2008). The author has discussed that training and development are beneficial for the staff of the organizations as it helps them in training and serving the employees and helps the organization in optimizing the effectiveness and efficiency through mobilizing the human resource (Walsh 2012). The author has discussed that through training the organizations aims to develop the competences of an individual in context of the particular task, helps in enhancing and changing the attitudes, disposition and behaviour of the personnel through exposing them with the new technology, information, and practice (U.S Congress 2010). For conducting the training programs in the organization it is important to conduct training need analysis for identifying the gap in the skills within the organizational units. The author has identified that political, economic, strategies of department, and technological development impacts the training of the employees (Perez 2011). Research Methodologies The use of methodologies is the vital factor for increasing the effectiveness of the research study (Sekaran and Bougie 2009). It is vital for the researcher to evaluate the research and identify the appropriate methods, concepts and approaches to the research for determine the appropriate research methodology and attain the objectives of the research (Jonker and Pennink 2009). The research approaches, theories and concepts that will be used in the research for accomplishing the objectives are as follows: Research philosophy The research philosophy has been divided into two categories i.e. positivism and interpretative research philosophy. The positivism research philosophy takes into consideration the social realities and the accurate data for addressing the problem to the research (Katsirikou and Skiadas 2010). While, the interpretative research philosophy takes into consideration the behaviours of people within the society instead of the social reality (Vanderstoep and Johnston 2009). For the purpose of this research the interpretative research philosophy method has been taken into consideration. Research Approach There are two kinds of research approach that can be used in the research study; this will help in developing an effective research design that will help in attaining the research objectives in an effective and efficient manner (Scruggs and Mastropeieri 2006). These are the inductive and deductive research approach. In the current research the data will be collected and analyzed in order to reach at a proper conclusion that fits the inductive research approach (Nabb 2002). Deductive research philosophy has not been used because it mainly matches with the positivist philosophy that has net been analyzed and taken into consideration of the current research. The research will be based on the inductive and interpretative research philosophy that will require the data and information of high quality (Gaines and Worral 2011). For this purpose the research design will be prepared in a qualitative manner and the information will be presented in form of general statements (Marrelli 2005). Research Methods For the purpose of research the data will be collected by using the primary and secondary data collection methods. In the primary data collection method the questionnaire will be prepared to perform the survey and also the interview method will be used (Marczyk, DeMatteo and Festinger 2005). The questionnaire is prepared in order to ask different questions to the respondents with respect to the research under study. The survey method will conducted on 50 members, while the interview will be conducted on 20-30 members while, in the secondary data collection method the review of several literature will be used. The analysis of the different literatures will help in developing and building the research that will enhance the understanding about the theories and concepts related to training and development in the immigration police department of Cyprus (Mackey, Susan and Gass 2005). Survey A quantitative method used to provide a wide data and the representation of the training and development within the organization. The survey design will include the close ended questions and will focus on standardized approach. The sample selected will provide key understandings about the Human resource management practices and the importance of training and development within organizations. In-depth interviews The main reason behind the selection of this method is to identify the understanding of the human resource factor within the organization. A semi structured interview will be conducted on 20-30 respondents. The main aim is to gather more deep and logical data and real facts by providing the respondents to share their views openly. Reflections While undertaking this research many challenges or obstacles can be faced which can occur in any research. The main challenge may be of limited budget and time for undertaking the research. The time provided by the university was less; therefore, it would be difficult to consult many journals and books. I even may face many other empirical obstacles in the research; the major obstacle may include managing the participant’s expectations, while conducting the survey and interview. I may also face problem in collecting the data, as the sample size was large, collecting data from individual participants may also create problem. Meeting the deadline will also be a challenging job, because as the time limit was less and research has to be conducted in different areas; therefore meeting the deadline will also be a problem, but I will try to somehow manage to do that and never miss the deadline. Amalgamation of multi-methodology approach will also be challenging as data will be collected from different methods and conducting the analysis of the results will take a lot of time as two primary methods and one secondary method will be used in the research. Explaining the methods and connecting them with the employee development and culture of employee will also be the challenging work, as each method was to be linked with the research methods and approaches. For addressing the research I will take the verbal assurance from the management team so that I could easily collect the relevant material from the libraries and various immigration police department. While conducting the research the main point on which I will focus will be the confidentiality and anonymity of the research. Ethical considerations will also be followed in the research, because integrity of the research needs to be maintained. I have analyzed that previous studies have measured the perception of individual in the employee development and employee driven culture and many problems have been occurred in obtaining the honest feedback due to the sensitivity of individual towards the employee development and measurement of culture. Another problem which I may face will be that as the participants were from the similar organization there was the risk of internal environmental influences towards giving the response of the questions. Therefore, in this case anonymous and actual participation has to be encouraged. Conclusion It has been analyzed from the proposal that training and development are very important for the immigration police department as they have to conduct many activities, and for that training is very important (McDonald 2009). The research report has also successfully analyzed about the problems faced by the police departments in conducting the training programs. The report has also included the primary and secondary methods of the research for collecting the data. Literature review is conducted through the data collected from the journals and books of the authors. In the primary method survey and interview is conducted and for analyzing the results of the study triangulation method is used, through which results obtained from literature review, survey and interview are together analyzed (Dantzker 1999). Reflection is also included in the research that includes the various challenges and problems faced by the researcher while doing the research.
