The 1965 Elementary and Secondary Education defined the onset of large-scale involvement of the federal sector.ii And nowadays, in relation to the No Child Left Behind (NCLB) Act, a number of education scholars and practitioners assert that the federal government is pursuing, or possibly already fulfilling a significantly greater function. In the meantime, although the Japanese education espoused the education paradigm of the United States after the Second World War, k-12 education is far more centralized in Japan than in the U.S. Curriculum responsibility is concentrated on the national Ministry of Education, Culture, Sports, Science, and Technology.iii The United States and Japan are two countries that are ranked in the top four for best educational systems in 2010, even though each country uses a different teaching style to achieve success with faculty and students performances.iv However, both nations are lacking key factors to sustain success with students in today’s changing economy. ...

Education is mainly the duty of local and state government, and hence, for instance, there is modest standardization. The independent states have substantial power over the curriculum and over the prerequisites that students should meet; funding also comes from these individual states.vii However, the NCLB Act of 2001 necessitates yearly standardized testing. Within the guidelines of the Act, states should set assessment standards.viii NCLB encloses an array of outcomes if the population of students satisfying the standards does not heighten. NCLB eventually becomes a necessity due to high dropout rates, which is caused by substance abuse, teenage pregnancy, peer pressured bullying, teenage violence, and under educated parents.ix NCLB is intended to transform the educational culture of American schools by providing more flexibility, resolving the achievement gap, granting alternatives for parents, and establishing student-based teaching methods.x However, this NCLB has to focus on three areas: (1) the local state government and school boards aim to invest more resources on education programs, but under NCLB, negative progress outcomes heighten job loss and hamper pay raise; (2) teachers require support in building value for higher education; and (3) mitigate violent behavior in schools. First, NCLB should address the problem of deceptive reporting of statistics of dropout rates, violence, and test scores.xi This deception is done by several schools to avoid unfavorable consequences.
