In order to achieve the two, managers must always manage their resources effectively. Key among the resources is human resource. The motivation of teachers in a school is fundamental in creating a competitive workforce, one that will steer the school’s improvement plan. As such, the management must always credit others while taking the blame. This way, the teaching and support staff feel appreciated thus increasing the efficiency of operations at the school. Developing and managing teamwork is the most appropriate way of ensuring effective utilization of the resources thereby ensuring that the school maintains optimal operations despite the variations that may exist.

The educational system used in this district begins from the prekindergarten level through to the twelfth grade. Their main student base is from the Borough of Fanwood as well as the Township of Scotch. There are 5 elementary schools, 2 middle schools, and one complete high school.
The grades in English Reading and Writing, Arabic Reading and Writing, Science and Mathematics are considered for the analysis and further planning for improvement or sustainability. Further, the grade distributions, standardized scores and the test scores are considered to arrive at identifying the problem areas and hence formulate an action plan.
The comprehensive plan should address issue of reaching benchmarks in state assessments for graduation that affects the school district, the students' homes, and the community. Since school districts are restructuring to meet the students' needs for the 21st century, the plan should reflect a shift in paradigms.
