Public education is a wide sector that involves a lot of players-government, educationists, school administrators, teachers, pupils, parents, guardians and the general public. Each of these in concerned about the management and quality of service delivery in these schools. In this regard, for the researcher to gather adequate data to be relied upon during the studies, a proper choice of participants to be engaged in a research needs to be made.
