Hong Kong has been a Special Administrative Regions (SAR)of the People’s Republic of China (PRC) since their sovereign reversion to PRC from the United Kingdom within the structure of “one country, two systems” in 1997. On the education administration of any country, the political system has a direct bearing. At the official ideological level, mainland China pursues its socialist road while Hong Kong retains its capitalist systems. Internalization and globalization have impacted the socio-economic transformation in Hong Kong and PRC.

The years after the transition of sovereignty have beheld improved and faster exchange, integration and cooperation in social, economic, educational and cultural realms between PRC and Hong Kong. With the growing disparity between demand for and supply of higher education in PRC at all levels, right from kindergarten students, more students want to avail themselves the opportunities for study in Hong Kong in view of the better education facilities available there. These flows within one country between two systems, from socialist mainland China to capitalist Hong Kong have distinctive features due to specific economic, political, educational and cultural relations between the two sides before and after the reversion of sovereignty.

Cross-border mobility of students belonging to “one country” is the special feature of this discussion. International mobility is generally between two sovereign nations. In the present case, a unique position in the system in imparting education has arisen and the issue has important social ramifications. The necessity of mutual adjustments has led to arguments and counter-arguments and the interplay of various interests. Assimilation in mainstream society is the main issue with the students from mainland China.

The churning process for integration at all levels is going on. The contentious point is communism and capitalist systems are at ‘permanent war’ at the international levels and the people of Hong Kong see its property and ground realities as irreversibly linked to the latter.
