The State of South Dakota should enact a better higher education funding policy to enable more students to enroll in local colleges and Universities.
Hook: Did you know, for three years running (2009-2011), the State of South Dakota were fourth from the bottom in graduate school enrollments nationwide? Moreover, out of 26 higher education institutions, only eleven are public schools.
I. There is a dire need for financial support in most of the public schools in South Dakota due to a shortage in state funding (Pullman, par. 4).
II. The State of South Dakota should enact a better higher education funding policy to enable more students to enroll in local colleges and Universities.
Indictment I. The number of students enrolling into universities in South Dakota has reduced significantly due to the current higher education funding policy.
A. According to Joy Smolnisky (2013), the State of South Dakota has consistently lagged behind in terms of per-student funding for education compared to surrounding states’ and national average. ...
Therefore the need of higher education has gained more importance today then from the past. Almost every individual at present seek ways to get higher education, however only some get success, because of various important factors out of which affordability is the prime one.
“The Environmental Protection Agency has classified secondhand smoke as a Group A carcinogen, a substance known to cause cancer in humans. The EPA does not recognize a safe level of exposure to Group A carcinogens” (Campus Policies). In fact a substantial number of people in the world are facing immense health problems because of smoking habits.
The necessity to view education as a national priority, has, however, over time meant that the Federal Government has come to support education through federal funding. Mainly through changes to legislation, it has become a current fact that the Federal Government supports the States in the financing of education throughout the US.
In the earlier times, fund raising used to be achieved through dissertations that were focused on a limited number of higher education institutions. The continuation of such dissertations and fund raising process was never guaranteed. Gradually with time, there has been significant development and initiations of different organizations influencing and contributing to the process of funding higher education (Lasater 2006).
Globalization has been blamed for this commodification of human’s beings due to weak societal cultures which results due to modernization. Economic problems coupled with lack of political will to eliminate human trafficking is the reason behind continuous increase in sex trafficking.
And this was as far back as in 1966. Yet, few actually go on to get that coveted college or university degree. Higher education comes expensive, and few from the lower social strata can afford to go for it.
If a survey conducted by HEPI (in UK) in 2000 is anything to go by, while 48% of the higher social groups opted for improving their educational backgrounds, only 18% from the lower groups participated in the same.
There would only be approximately two percent of tenured faculties that may be dismissed in a typical year. It is extremely difficult to get fired from being tenure and equally as difficult to become tenure. The probationary period to achieve tenure is estimated to be approximately three years for community colleges and seven years at four-year colleges or universities.
