Emergency Response and Recovery Introduction The government of the United Kingdom has strived to ensure that the country and its agencies are prepared fully for all emergencies types. The need for emergency response and recovery has considerably grown in recently years, a situation that has been galvanized by the terrorism threat. On average, the UK experiences about 11 major emergency incidents annually (Lettieri, Masella, and Radaelli, 2009, p. 118). Most of these incidents require coordinated multi-agency responses and recovery. This work was previously conducted in the background but the terrorist attacks of September 11, 2001, as well as the July 7, 2005 catapulted the field of emergency management up the political agenda. Emergency response and recovery has often been erroneously understood as only those plans and activities that pertain to the emergency response and recovery (Great Britain, 2007). However, in its broadest sense, it entails emergency planning and involves a spectrum of activities from preparedness and training, business continuity planning and management, and the response and recovery from emergencies. Various studies have established that there are deficiencies in emergency response and recovery in the UK (Whitman, Mattord and Green, 2013, 71). It has been argued that the U.K’s Emergency Planning arrangements are fundamentally flawed, because of the failure to make government departments category one responders. This paper will consider the effectiveness of the UK’s emergency planning arrangements in the context of this statement. UK’s Emergency Planning: Currently Followed Plans The UK government works with emergency responders, devolved administrations, as well as other organizations to improve the country’s ability to prepare for emergencies, as well as respond and recover from them. A number of emergencies over the years have enhanced the need for the country to be ready and able to address disruptive events and potential emergencies such as terrorist attacks or natural disasters such as heavy snow or flooding (O’Brien G, and Read, 2005, p. 355).
