Generally, the report is tailored on the fact that the emergence of global terrorism has heightened the possibility of fire outbreaks and the need for fire departments in different parts of the world to engage in processes that are meant at minimizing the element of damage that connects to the incidents (Westermann).

The value and relevance of the guide are based on the fact that it was developed following the lessons learned from the challenges and accidents that accompanied the botched attempts by firefighters to contain the fires that resulted from the September 11 terror attacks on the World Trade Center (Westermann). For instance, some of the issues that are covered under the fire include the assessment of the fire department's capabilities, support needed to prevent the occurrence of attacks, preparation of the fire department for the purpose of increasing the efficiency in responding to terrorist attacks (Westermann). Another important feature of the guide is the methods and strategies of responding to terrorist attacks. As such, it becomes important to consider the fact that some of the issues that connect to the control and management of fires are dependent on the agent’s ability to apply the appropriate methods and strategies for the purpose of controlling terrorist attacks.

It might be necessary to consider the fact that some of the issues that attend to the response to disasters are determined by the availability of resources and the capacity of the organizations to develop efficient response systems that are necessary to contain fire accidents while protecting the lives of the firefighters. The information on safety is based on the reality of the dangers that are associated with terror attacks and the limited resources for engaging the challenges. . In essence, the fire departments are structured in ways that provide them with the means and methods of combating fires that occur in industrial areas and other zones that are generally believed to be susceptible to fires. In essence, it becomes necessary to consider the fact that most of the tissues that attach to the accident of fires have often been interpreted in terms of normative applications and conventional realities.

However, the changing nature of global terrorism has occasioned changes in the applications and processes that are meant to safeguard the public against the adverse effects of fires that result from terrorist attacks. In essence, it becomes necessary to consider the fact that some of the issues that connect to the matter of terrorism are related to the nature of damage that occurs because of the unique fire incidents that accompany the explosions and other aspects of terrorism. The capacity to control, contain, or fight fires that occur during terrorist attacks determines the level of preparedness and the efficiency of safeguards that are usually used to shield the public from the adverse effects of the fires.
