BIM is considered as an independent medium that monitors certain construction projects in a way that is modernized and maybe futuristic and it produces accurate results and cost savings. The aim of this paper includes giving information about the idea of what is Building Information Modeling and the benefits that it could offer on the part of the construction industry, to the people, and the government as well. This offers advantages of learning to anyone interested in IBM and how it could be utilized from construction neophytes to architecture firms who have the desire of learning the subject.

Strategies that lead to benefits

Best strategies require flexibility in the course between the inevitable internal problems to be able to proceed with the continuity and face the demands in the present changing world. There is a clear distinction between the difference of strategic action and strategic plans. Strategy should not just be like a statement of intent; benefit centered to the company but must be based on the needs, benefits, and enjoyment of the public as well as the government

Legal Regulatory, Ethical, and Customary Constraints

As Section 103 of the General Municipal Law defines, competitive bidding is required in all public work construction and must settle all the permits as it is required by all government agencies. Competitive bidding is also required to hold legal, regulatory, ethical, and customary constraints, a public report every five years, and is expected to detail the projects with the application for an exception if there is, the method of procurement, the procurement itself and the outcome or the result in the duration and costs. The traditional method of procurement as has been accepted by the public, as the general rule, was preserved by these amendments but extends the flexibility by some agencies in trying other methods if determined to be appropriate based on certain criteria that prevent favoritism and promote competitive competition. Regarding the method of procurement, requirements in the reporting give way to the Legislature and the governor the evaluation the experiences of the agencies in line with the use of the alternate procurement methods.

1. BIM Work Plan Design – The Design team, as a part of the proposal, will be designated to submit the BIM Work Plan that includes the following:
a. Proposed BIM Software that will be used in the project
b. Proposed Training and Workshops regarding the BIM
c. Compliance with the requirements of the project
d. Integration on the BIM as per Design Document Submission Standards
e. Filing of the formats that will be used for the submission and file exchange
f. File exchange protocol
g. Establishing a shared file server strategy
h. Strategy during the construction regarding the updating and coordination using the BIM
i. Documentation regarding deviations in the standard BIM Team qualifications in BIM, and the list of individuals having been assigned and have experiences in the following roles:
Design BIM facilitator
Mechanical System BIM Coordinator
Lead BIM Technicians for all major trades
Senior Project Designers and Engineers
BIM and IT Managers for all applicable trades

II. Proposed Construction BIM Work Plan - Regarding the bidding, the Contractor is expected to submit Construction BIM Work Plan together with the strategy regarding the utilization of BIM technology to execute activities related to:

a. contractors list
b. BIM Software
c. Workshops and Training
d. Integration on the BIM as per Design Document Submission Standards
e. Filing of the formats that will be used for the submission and file exchange
f. File exchange protocol
g. Establishing shared file server strategy
h. Strategy during the construction regarding the updating and coordination using the BIM
i. Documentation regarding deviations in the standard of IBM

Conclusion

It is therefore relevant to conclude that in any proposal or even in the execution regarding the establishments and constructions in any area or place; the first and foremost objective must be the benefit and enjoyment of the main stakeholder, the people, and the government. The inclusion of the IPD and the BIM give a huge contribution not only to the economy of the town as a whole but also to every individual’s economic status condition because this helps them have not only the job but as well as benefiting from the taxes that the business contributes to the Local Government. Constraints when it comes to legal, regulatory, ethical, and customary aspects must be shaped to be flexible to improvement and this modifies the accomplishment of the goal, if not in a certain period, shortly.
