These go on to form a child's perception of aspects like safety and security.This paper deals with the study of the elements that hold significance when it comes to deciding a child's psyche and conception of safety when placed in foster care. For any individual, the conception of safety begins at a very young age. Safety is a factor that decides the direction that an individual takes in his or her life thereon. This has wide implications for what a person may define as his or her comfort zone.

For a child placed in foster care, it is imperative to understand that the conception and perception of safety will be closely followed by life altering situations and decisions in life. These decisions spring from the basic mental setup that has been developed through his or her stay at the foster home. Here, it must be pointed out that the paper deals with the concept of safety for such children as a composite of various complementary factors like age, sex, ethnicity, among others. Besides these parameters, the paper follows the guidelines that are embedded in the basic conceptual framework followed by the researcher.

These have to do with the guidelines and concepts laid down by authorities like WHO. In doing so, there will also be a study regarding the broad policies and practices of various authorities involved in dealing with foster children, so as to lay down recommendations that will help them work more effectively in the future.All in all, this paper seeks to lay down the concept of safety as seen through the eyes of children placed in foster care so as to arrive at generalizations and make recommendations thereof.

INTRODUCTION AND BACKGROUD INFORMATIONThe US.
