In the previous years, the conditions however have developed on a better side but the space for more improvements remains open. Exploring the Rationale for Change Public institutions that are managed by the government is seeking to be less likely to change, instead of when it is said to bring change in any public organization what really is meant is the uplift in the performance of that system or an attempt to increase the capacity of that government resource for better output. Evolution is an inherent part of existence, which in anyways cannot be disposed of as being unwanted.

With the rapid growth of technology, population and increasing dependency of the people on their respective governments to provide better hygiene and health services due to rising inflation and lowering economic conditions, the need of revising health policies towards the delivery of the service is inevitable. Whether the change in the organizational structure is planned or emerges because of situational changes in the system, there are multiple factors that act as catalysts towards evolution.

The health services in any country is always a centre of debate but in the UK health care revolves around many other debates such as national economic, political change and even national policy preparation (Gosfield Alice G., Reinertsen James L., 2003). Unlike many other healthcare systems in the world, British healthcare is entirely government with almost no vital role played by the private sector on a large scale. Continual structural changes to deliver better services have been the prime motto of British healthcare, which is delivered by the National Health Service but there is always a little space above for improvement.

The primary centre of attention for the delivery of health services for the NHS is covering a larger area of the health spectrum with greater efficiency and effectiveness while reducing patient waiting periods and still delivering services within the budget. Expanding the services for the quick delivery of healthcare is not that easy when the prime source of revenue is tax collection with the already strained global economy and falling employment opportunities. However, the NHS is improving services while reducing waiting lists by delivering effective healthcare and keeping the people healthy (Iles Valerie, Sutherland Kim, 2001).

The rationale for the change in any organization revolves around improving the effectiveness of the services that are delivered to the people, increasing the accessibility therefore every citizen is able to get the required services at the shortest distance possible, uplifting the capacity for the existing services to envelope more service areas keeping the effectiveness of the previous services provided. The organization is also potent to bring more safety in the services by employing better and improved healthcare technology and improved medication during the provision of healthcare.

Being patient-centred and removing any disparities that can help bridge the gap in the services being available to all on the same scale and standards are needed (Sheila T. Leatherman, Kim Sutherland, 2005). The British health service is overall a government-run service and one of the biggest service sectors in the UK employing one of the biggest numbers of professionals and experts. The British model of government may be called one of the best models of public service but despite this, it is overly bureaucratic. With the increase in the levels of decision making and having a gatekeeper at every stage, the system of health care is relatively slow.
