Moreover, I critically review the obstacles experienced in carrying out the project and how such obstacles were addressed. Furthermore, the literature review was first undertaken to provide the theoretical foundation for the study, whereby it was used as a critical commentary to evaluate the role of policy. Based on these, case study data were used to triangulate the findings which were made in comparison to the review to validate the drawn conclusions. 3.1 Background There are a number of historical antecedents leading up to the conduct of the current study.

Most of these events are however captured in existing research works that are in the present area of study. It is stated that health care is an important issue and the provision of quality health care should be the mission of every Government (Gardener, 2009, p. 212). Every year Governments create a high budget for the health sector and initiate various programmes with an aim of ensuring their citizens receive quality health care (Auld, el. al., 2011). Despite the advancement in the health sector, life expectancy is reducing significantly and this.

The paper tells that there are a number of historical antecedents leading up to the conduct of the current study. Most of these events are however captured in existing research works that are in the present area of study. It is stated that health care is an important issue and the provision of quality health care should be the mission of every Government. Every year Governments create a high budget for the health sector and initiate various programmes with an aim of ensuring their citizens receive quality health care.

Despite the advancement in the health sector, life expectancy is reducing significantly and this is linked to the quality of Health and Social Care offered. May and Ramos describe heath and social care as wide service sectors facing contemporary dynamism and turbulence hence experiencing rapid changes. They explain that Governments are increasingly initiating different programmes as health regulatory authorities are developing new standards continuously. Consequently, there is a need to ensure that health workers are up to date with the available knowledge on health.

They also explained that new research findings are released annually showing that the population can play a significant role in protecting their health. According to Tampone, training and education in the Health and Social Care sector are currently very important because they determine the quality of care. Tampone further asserted that the level of education of a health caregiver and the amount of training received during the induction to a large extent determine their productivity and delivery of service to service users.
