Thousands of citizens of Philippines have suffered deaths due to the affects of violent typhoons that evolve frequently in the nation. The authorities of Philippines have strong beliefs that a cautious emphasis on the Disaster Relief Plan (DRP) will ensure safety of the citizens and prepare them from taking necessary measures in times of natural disasters. Overview of the DRP The DRP emphasizes on the preparedness of an effective guidelines that will provide assistance to the citizens of the country for tackling the violent typhoons and effects of the earthquake.

Therefore, the governmental authorities are required to appoint a committee which would form the National Disaster Relief Plan for Philippines (NDRPP), responsible for providing adequate assistance to the citizens in times of natural disasters. The mission of NDRPP is to prepare each and every citizen of the country for tackling the hazardous affects of natural disasters. Furthermore, the committee aims to support the government’s initiatives and efforts for the rehabilitation process required in the affected areas.

It further aims to become the best coordinator and highest resource provider to the victims of natural disasters in the country of Philippines. . Furthermore, the plan aims at initiating an efficient communication process for making the associates aware about the prime goals of the committee along with ensuring smooth flow of information across different departments. The NDRPP will be headed by the President of the country who will be responsible for providing valuable resources and relief aids to the victims of disasters.

It shall work in collaboration with the National Disaster Risk Reduction & Management Council (NDRRMC), Philippines for implementing essential strategies to prepare the citizens for overcoming the effects of natural disasters. Furthermore, the chairperson of Department of Environment and Natural Resources (DENR) will control the operations in terms of disasters in the country. In addition, Secretary of the Department of Health, Finance and Education will be appointed as responsible decision makers of the committee (Fourteenth Congress, 2009).

Additionally, field members will be recruited on a voluntary basis, who will be accountable to all the concerned members of the committee. The decision makers of the committee should ensure that all associates work transparently and accountably for achieving the primary goals of NDRPP. In order to avoid accountability problems the committee has decided that all orders and sanctions should be authorized by the President of the country who possesses the highest authority in military activities.
