The district has a population of around 45,000 people and it is located in interstate 35. Since its establishment, the district has always lied on a fault line but it has led to creation of springs that provide water to the residents and also acts as a tourist attraction. Other than the springs, there is the San Marcos River (which has never run dry) and whose water is used for agricultural purposes. The sale of these products is one of the economic activities these people engage in. The other major tourist attraction other than the rare endangered species in the river is the Aquarena springs and wonder world which attracts thousands of tourists each year (Kimmel, 2006).

The Texas State University and Gary Jobs Corps Training Center also contribute to the economy of the district as well as being used as resources for various activities. The geology of the district (lying on fault lines) is one potential hazard for the district. This is because it may lead to fires, destruction of buildings among other hazards. The other is the flood hazard which is brought about by the fact that Texas is a state prone to hurricanes and tornadoes. The interstate 35 is a potential hazard for school children due to accidents and especially from trucks transporting farm produce.

Other than what is mentioned above, the springs and river also pose health hazards to the district as well as risk of school children drowning. Luckily for this district, there has not been a history of major tragedies brought about by the potential hazards but this has not deterred them from putting up preventive measures and being on the lookout (Burnett, 2008). Having emergency planning has had its share of benefits to the whole district. One of the benefits has been the preparedness to respond to emergency through the numerous training people especially schools have received.

The training is facilitated by Emergency Response Institute (ERI) and the Federal Emergency Management Agency (FEMA) and the Texas State University. The other benefit has been the creation of awareness of the potential hazards in the area through participatory assessment of those hazards. This has helped in ensuring that the population of San Marcos takes precautionary measures to avoid those hazards. Emergency response measures including the hotlines to contact in case of any emergency are also distributed all round to ensure that in case of any emergency, immediate response will be available.

In case of any emergency, the district has several resources it can tap into and also mobilize to immediately respond. These resources include the widespread population which means as increased man power; there are also teachers and students in the university with first-hand knowledge on emergency response together with the fire department, department of homeland security and the police among others. Since the economy of the district is also stable, provision of monetary resources is also not a major problem.

Other than the above mentioned, the interstate 35 is also a very useful resource when it comes to response of emergency.
