Is Patient Protection and Affordable Care Act (PPACA) Constitutional Affiliation PATIENT PROTECTION AND AFFORDABLE CARE ACTThe PPACA, Patient Protection and Affordable Care Act, is a Reform in Health that was passed by the 111th Congress meeting and then signed into law by President Barack Obama in 2010. Various Health provisions were included in this legislation. The act was established to enhance good health care for all the citizens who are uninsured and also make the system cheaper and efficient.

Expansion of the Medicaid is a chief initiative of this program. Medicaid being a way of assisting the low-income and the limited resource families, made the PPACA even more legible (Health Insurance.org., n.d.).There are various initiatives that are part of the PPACA program. Majorly the concept of quality/cost as an initiative is designed to improve the quality of health services and at the same time lowering the costs to enable everyone to access Medicare. Improving the quality and reducing the cost will transform health care by changing how the patients receive Medicare in hospitals and also how the physicians in the hospital get compensated.

According to this article, PPACA provides a perfect environment for a better healthcare in the future (Segal, 2009). Most important is the cost reduction by preventive care. In this, it has been noted that most a significant part of the bulk of health spending lies in the treatment as opposed to prevention. Thus OPTUM has been involved in a program to monitor patients and behaviorally influence them regarding their health. And owing to the benefits of large scale, providers have famed the work to OPTUM and this reduces the costs.

The preventive care involves the employment, training new programs, development, job designs, and interfacing on the operational modality of the new department.Ethnic specialization is as well a good initiative. Ethnic specialization will help in lowering the total costs of variances that would bring in quality throughout the system. Different ethnicities possess different markers and attributes. The UHG has thus chosen to come up with initiatives to educate the communities and extract information from them.

The data can hence be used for various analyses or even be provided as a service to the public.OPTUM will also take an initiative of helping providers and offering clinical services. In this, it shall aid providers who require HITECH funds through the provision of technological solutions to them; this shall include HER/EMR implementation organizations, prescription management, services such as payment or billing as well as collaborative technology payments. These programs will be fruitful not to the providers solely but also to the employers inclusive of those that don’t buy the commercial insurance services offered by UHG (Pazanowski , n.d.).

Home health shall be promoted by having the people to at least once in six months have a one-on-one encounter with a physician or an expert in a certain field. Such an encounter shall improve home medical services and curtail the costs involved in the real treatment.Exchanges will as well play a significant role in the cost reduction. The commercial business will heavily capitalize in this. There shall be a group of participants in each exchange from a particular state, and some of the members buying the insurance via subsidies.

The produce for this market will be competing with public plans which shall be made possible by the UGH’s economies of scale and its data OPTUM. The PPACA was very unconstitutional especially on the Medicaid expansion. It would only be fair, just and constitutional if the states would not be threatened of existing Medicaid funding (Huhn, 2012). By calling it a tax whereas it is clearly defined as a penalty in the PPACA program will neither make it any better. Regardless of its constitutionality, PPACA has through its initiatives reduced costs.

It has lowered the risk by increasing the size of the pool. Asymmetric information is reduced making what is known of the market participants more thus adverse selection amount decreased.
