Another prominent philosophical element is data-drive analysis. Data-driven analysis refers to the necessity of organizational goals and change being motivated not out of simple impressions, but rather supported through data and empirical support. In a health care establishment this might emerge through the monitoring of safety standards, as evidence may attest to relative declines or improvements in these elements. Another philosophical element is organizational learning. As the title suggests organizational learning refers to the process wherein members of the institution learn organizational processes to improve organizational growth and gain personal growth.

Finally, another philosophical component would be process optimization. This occurs where organizations visit organizational processes as a means to improve quality and efficiency measures. 2. There are a number of structural elements to continued quality improvement. One of the most important structural components of CQI is process improvement teams. Process improvement teams are teams that are forced to address specific challenges within the health care institution (Mclaughin 1999, p. 11). These teams work both to diagnose a specific health care challenges, as well as monitor organizational progress.

Another prominent structural element is the seven tools. These tools include applications such as flow charts, cause and effect diagrams, histograms, and run charts (Mclaughin 1999, p. 11). Within the health care field these techniques can be implemented as they allow administrative officials to diagnose specific problems within the organization and then chart progress through analytic methods. Another structural component of CQI is top management commitment. Top management commitment simply refers to the process wherein top officials in the organization participate in specific issues to ensure greater quality care (Mclaughin 1999, p. 11). Within healthcare establishments this structural component can be highly effective, particularly in complex institutional establishments like hospitals.

This is because there is great division of responsibility and top management officials are able to create heightened forms of parallel management. Still, another structural element of CQI is benchmarking (Mclaughin 1999, p. 11). Benchmarking occurs after an organization has established specific goals. Following the establishment of the specific goal benchmarking measures constitutes means by which an organization works to reach this specific goal, as progress corresponds to the specific benchmark. 3. A number of individuals have made significant contributions total quality management.

Feigenbaum is recognized as contributing to establishing the terminology of total quality control. In this way he established three primary components: quality costs, prevention costs, appraisal costs. Another significant contributor to TQM is Shewhart. Shewhart is recognized as one of the early theorists in the field. He established two primary modes of quality management; these modes include the objective and subjective elements of quality control.
