e utilization of public funding in order to support the core missions that are tasked to the Department of Canadian Heritage are ultimately functions that any liberal minded and progressive governmental system should strive towards. Time has proven that the growth of art and culture within a given system can be substantially aided by the assistance of government sponsorship. One can readily consider the historical cases of the many painters and classical composers as well as individual musicians that received money from the different monarchies of Old Europe as a means to further and continue the level of artistic output that was generated.
However, a further and more important reason for why a government should seek to enable such artistic expressions and cultural growth is due to the cultural wealth that will subsequently be developed and bequeathed to the future generations within the nation and around the world. Detractors to such a point of view would likely point to the fact that public monies generated from taxation has no business being redistributed to affect cultural change and development as this is something that should be a core function of the culture itself as a natural process. However, the fact of the matter is that art and culture can and should be supported by public funds due to the synergy that these ultimately have in helping to develop the nation and the economy into a more powerful institution than if they were not put into place in the first place. One need to look no further than a cursory review of the developed nations around the globe that place an emphasis on governmental sponsorship for culture and the arts to notice a key trend with regards to the overall level and standard of living, economic strength, and importance that art and culture play within such systems.
