All institutions should focus on changing. Secondly, there is a need to indulge in the division of labor. This will reduce the centralization of the task to many people with the utter ability for the same. The author continues to express the difference in years, dating back to the year 1999. Apparently, the author assumes that the responsibility of protection is indeed a reinforcement of the obligations.

Evans is steadfast in expressing the core issue in the article. First, Evans states that there is a need to talk about the mass destruction of human beings which includes genocide, ethnic cleansing and war crimes among other crimes against humanity (Evans, 2). The author seeks to address several solutions to the problem and how they can be alleviated. For example, the author states that human rights activists have to step up in ensuring such instances are reduced. Thirdly, the author expresses the need to focus on the consensus that has been achieved. This is to give information on the progress and how the situation will be improved. Lastly, the author talks about solving all the problems in the world. This is with an assumption that the world’s problems could be annihilated in a humane and peaceful way.

Bulley is focused on analyzing ethical foreign policy. The author states that ethical foreign policy was instigated to make decisions in difficult situations. This is where all choices have consequences and the decision-makers have to consider the choices (Bulley 442). For example, Iraq is a country that has had a situation that would have many solutions. However, each of the solutions would have consequences. In this case, the author assumes that there are other avenues that could be used whereas the consequences are minimized. Though it would take time to implement such solutions, it would be a prudent approach, especially when saving humanity. The author states that due to the choices made in Iraq, there has been an eruption of humanitarian crisis.

Therefore, there should be better avenues of solving such situations rather than bringing more implications.
Chomsky explicitly states that some principles that apply in the world benefit some people. For example, the author states that the strong will do according to their wish while the weak will suffer. In this statement, it means that the powerful and mighty will make decisions according to what they need (Chomsky 2). On the other hand, the weak people in society will be on the receiving end. The author also extends Adam Smith’s theory about merchants and manufacturers. Manufacturers will have to consider their interests as paramount. As such, the interests of the consumers will not be paramount. The author states that many organizations are formed to ensure innocent people are protected from such heinous crimes. Since they are not economically stable, they do not have the economic muscle to protect their rights. In such instance, humanitarian organizations should step in to offer optimum protection.

Human security should be considered a global good that is public. Therefore, the international community will have specific responsibilities in regard to the public good. In such a scenario, the international organizations will be addressing issues that affect human beings in all regions (Tadjbakhsh and Chenoy185). As such, there will be the protection of human interest in both developed and developing countries. In this context, the international community will consider security a basic need that should be limitless.
