Module Global Studies Introduction Illegal immigration is one of the major issues facing the contemporary world. This is a result of increase levels of poverty, violence and drug gangs causing individuals to flee their home countries in search of a better life. In the recent times, there has been an influx in the number of minor immigrants fleeing from Central America into the United States. This is one of the major indicators the global governance mechanisms have failed. The UN together with the help of the US should be involved in processing and helping these refugees settle, the UN should establish a refugee camp in the US as well and that global governance has failed. Parties Responsible for the Costs of Housing and Processing The situation in Central America including Guatemala, Honduras and El Salvador has gotten worse in the past year as more than 45, 000 minors crossed over to the US. These minors were running away from poverty, drug gangs and violence in their home countries. The increase in number of immigrants has resulted to a humanitarian crisis and the president of the US has requested his Congress to set aside $3.7 billion that is aimed at helping these refugees. The UN should take responsibility for these refugees and provide them with housing, processing and other basic needs (Fanon 42). The US government can also chip in since it has shown interest to do so through the proposal that was made by the president. To start with, the UN through the UN Refugee agency that is abbreviate as UNHCR is responsible for providing medical care, food, water , shelter, security and protection to individuals that have been forced to flee from their home countries following violence, poverty and persecution. In instances where it is possible, the UNHCR helps refugees find their way back home with dignity and if they are willing. Where such action is impossible, the organization may resettle the individuals in a third country or undertake local integration (Baker and Tony 197). Since its formation in the 1950s, the UNHCR has been playing an imperative role in resettling refugees and giving them a fresh start in life as well. This explains the main reason why the UN should take full responsibility of the refugees. According to the UNHCR’s mandate, the body is in charge of taking care of refugees. The minors qualify as refugees since they flee their homes following poverty and violence. Governments are required to ensure basic human rights of their denizens and once they have attained the refugee status, this security ceases to exist (DECLARATION, OF.). Since the UN is responsible for the well-being and safety of refugees across the globe, it should take care of these refugees from Central America too. The fundamental responsibility of the UNHCR is to guarantee the basic human rights of refugees. The UN should also help these refugees find long-term solutions to their issues. This can be done through voluntary repatriation but in instances where it is impossible, they should assist these individuals establish a new life elsewhere. The US has always been a key player in solving global security and humanitarian crisis. This is because the nation has the resources and will power to do so (Baker and Tony 199). The nation should bear the housing and processing costs to as it has shown interest in helping out in this crisis. The collaborative efforts of the UN, the US and he estranged country will result into finding a lasting solution for the crisis. Should the UN Establish a Refugee Camp in the US? The US is advised to establish a refuge camp in the US as it does in other countries across the world facing. To start with, the number of refugees crossing over to the US is too high to be maintained by the federal government. A camp is a settlement that is set up on a temporary basis to receive refugees for war-torn country or in countries that are faced by poverty (Baker and Tony 200). In spite of the fact that the US is one of the economically stable nations across the world, there are major challenges that are experienced when dealing with this high number of refugees. The average size of refugees is approximately 11,400. The number of refugees that moved into the US from Central America is approximately four times more and this calls for the establishment of a refugee camp in the US. Setting up refugee camps in the US will offer a temporary solution to the situation as the concerned parties work towards finding a lasting solution to the crisis. It is seen as an efficient way of providing refugees with basic needs such as shelter, food, security, hygiene facilities and healthcare facilities (Fanon 42). This is beneficial for the refuges that find a place where they can call home and the US government that finds a way of dealing with the influx of refuges. If these refugees are left to roam freely within various states in the country, it may have negative impacts on the US economy. This may be through the displacement of work force, increased crime rates and drug abuse on the streets. It may also result to the spread of diseases since these individuals come from countries that have poor medical conditions. Refugees also impose strain of social services that are provided by the US government to its citizens including education and health care. This proves that the UN should set up refugee camps in the US to ensure equality in the services that are received by refugees. Establishing refugee camps in the US will give the minors a fresh start since owing to the fact that they cross over to the US in search of a better life. They can access education in these refugee camps as the UN works towards finding a permanent solution to the crisis in Central America (Baker and Tony 201). Finally, this will make it easier for the refugees to return to their homes once peace and calm has been established. The above discussion supports the move to set up a refugee camp in the US. Global Governance in the 21st Century Immigration is one of the major issues facing the world in the post colonial times. This is owing to n rise in environmental disasters, poverty and rising waters. Individuals move to countries where their safety and security is assured. The current global governance in the present times has failed. This is experienced from the increases chaos across the world as nations turn against each and as violence breaks up in countries as a result of power struggles. It can also be observed that the poverty levels have risen in various parts of the world due to poor government, corruption and management of resources (Baker and Tony 202). Finally, there are increased environmental risks that peoples’ lives in danger and forcing them to flee to safer grounds. The major institution that is in charge of global governance is the United Nations that works with governments across the world towards maintaining basic human rights of individuals across the globe. However, there are instances where the UN has failed to administer global governance. This was observed in instances where the UN was too slow to respond to crisis of violence. Examples of such instances include the Rwanda genocide, the crisis in Syria as well as the war in Iraq. It can be argued that the UN took a back seat during these crises and this explains why the results were so grave (Dickens 23). In the case of Iraq, the US let America take over the country following the allegations that there were nuclear weapons and tore it apart. This is seen as post colonialism where super powers seem to have control and influence over leaderships issues in the global scene. Global governance has failed in the 21st century since the current institutions have failed to keep up with the pace of globalization. This is evident from the economic recession and other economic issues that have been experienced in the contemporary world. The existing structures have also failed to establish institutions that can form policies on environmental issues (Dickens 23). Conclusion To sum up, the above essay discusses one of the most contentious immigration issues in the US in the recent times. From the above discussion it is clear that this situation can be solved by the UN that should undertake the process to resettle these immigrants. The essay states that a refugee camp should be set up in the US to resettle these refugees. The global governance in the 21st century is defective and it can be concluded that governance in the 21st century requires radical changes within institutions for development to be realized uniformly across the globe.
