Public Document Textual Analysis Introduction Violence and crimes remain to be on the rise on a daily basis. The cryfrom citizens in the districts is on adequate security. This pressure has prompted security departments to implement ways that will curb the increasing rates of crime. Investigation, establishment and prosecution processes by police departments face a myriad of challenges. The police department in Virgin Island has made progressive steps. The department aims at improving security through the advanced technological devices and systems. The police department introduced different departments within its system to improve their security services. Each department plays different roles with the mission and objective of reducing crime. The public interest in seeking for a safe environment for their lives and property spirals the police department to be efficient and interactive. Under the department of Management Information Systems Bureau, the integration of information systems and technology with the responsibilities accorded to the police is focused. • What primary purpose(s) can you identify for this document? The main purpose of the document is to develop confidence in the locals about the services provided by the police department. The introduction of the Management Information Systems Bureau aims at improving the existing policing activities to reduce the rate of crimes in Virgin Islands. Another purpose that the document service s is motivation of the police officers. Training conducted on the new services introduced by the system will ensure provision of quality services to the citizens. The responsibilities of the Commander in charge of communication describe the avenues enforced for the success of the system. Finally, the document warns people involved in crimes that they have minimal chances for escape after breaking the law. The skills used to monitor, analyze and investigate crimes achieved the goal mentioned. • What audience(s) is this document intended for? How can you tell? The target audiences in the document are; the locals in Virgin Island, the police officers, Commander of Communications and the criminals. From the document, the police department is in charge of curbing crimes committed in the area. The mission of the Management Information Systems Bureau is to offer help to the police officers during their investigation operations. Though they have been offering these services, there could have been challenges that they faced. The challenges could probably lead to rampant crimes and violence. As a result, the citizens could have felt neglected and or undermined. According to the objectives outlined, the police officers targeted will be the implementers of the improved security system. Training on the new technological advances implemented by the department empowers the police officers. The second audience is the locals in Virgin Island States. With the improved system in tackling crimes and violence, they will automatically enjoy a secure environment. The secure environment instills confidence of the community in the police department. As a result, they will assist in playing key roles in reducing crime rates. The responsibilities of the Communications Commander ensure the successful implementation of the system. Finally, criminals are targeted to beware of their movements. The improved investigative and recording system, methods of analysis of crimes, accidents and traffic narrow their crooked lifestyles. • What does the organization or arrangement of the document reveal about its meaning? First, the document starts with a mission statement of the organization, followed by its objectives. From the objectives is the documentation of the communications bureau and finally the responsibilities of the Communications Commander. From this arrangement, the document reveals the possible ways that the organization shall follow so that it can achieve its objectives. From the initial stage, attention of the audience captured facilitates their belief in the success of the new system. The target period set for achievement of the automated system and the ways of achievement instills hope to the audience. The responsibilities bestowed upon the Communications Commander focuses on a network that connects the community and the district. To the police officers, efficiency in their duties is the first priority. The new system will assist them carry their duties well minimizing errors and any other obstacle that could have existed before. The document reveals the training that the police officers will undergo to make the organization achieve its desired goals. To the community, the organization of the document reveals a period of minimal insecurity after the implementation of the system and to the law breakers, the document emphasizes that they are doomed if they persist in their evil ways. • How is the document’s design meant to convey its meaning(s)? The document starts with the main achievements of the organization. The police department in Virgin Islands looks at ways that will assist them as the main security providers in the district through Management Information Systems Bureau. The mission statement covered the locals. The objective section narrows down to the relevant party that will enable the new system to work successfully. The new system will improve skills used in the analysis of accidents and traffic thereby improving security within the district. The responsibilities conducted by the trained police officers have no exceptions for those officers who should not meet the required standards. Finally, the document highlights the person responsible for duty called the Communications Commander. A sophisticated system of communication from the Communications Commander to the police officers is achieved to ensure success in the system. The responsibilities aim at enhancing communication between the Communications Commander and the police officers. Through out the design, the information delivered has reached a wide audience. They are; the police officers, the community and the law breakers. A clear picture derived from the way the organization is to achieve its goals. The public can synthesize in their senses the real picture conveyed in the document. The audience can now perceive the services that are to be delivered by the police department and be part of the system. Transparency achieved in the document resulted from no permission of the element of ego in the organization and the information that the audience required delivered without detecting the person behind the scene. The need of the audience, that is, a secure environment is the main focus in the document (Trimbur 533). • What message does the overall tone or attitude of the language used convey? To the community, the overall tone used in the document is an assuring one. A period set from the year 2004 to the new millennium when then police department achieves its mission of providing a secure environment. This offers encouragement to the community although there could be some issues at stake. They should give the police department some time to clear their worries. The police officers who go through the document perceive an appealing tone. The idea on their training about the use of the new system in their duties motivates them in the duties they are to deliver to the community. The training develops their love and interest for the organization. As a result, they feel proud to be associated with the organization thereby improving security. The Communications Commander develops an aggressive tone. The responsibilities listed in the document puts clear cut measures that will evaluate his or her work. The tone revealed to the lawbreakers is harsh. The police department has set a time frame that will enhance the achievement of its objectives and mission. To the criminals, the time frame set serves as a stern warning to them to change their lifestyle. The designer of the document uses the invisible hand to convey the various tones to the different audience. • The key word choices in the document? The language used in the document does not create assumptions on the critical issues that should be communicated. From the document, it is realized that the needs of the audience was well nurtured. The aspect of discrimination does not appear since each audience is targeted. Equality prevails in all issues highlighted and groups involved. The mind behind the designer of the document was to meet the global market standard. No assumptions exist in the message conveyed. Each audience receives a clear perception of what the document demands. The police officers get informed of the benefits they are to acquire through the implementation of the Management Information Systems Bureau. On the other hand, awareness on the improved security services that the police department is to provide is created in the district while the criminals are notified on their unwanted activities. Conclusion The designer achieved all aspects of a public document. These are; purpose, audience, document design and organization, tone and attitude and the choice of words used. Although the designer is not visible, his invisible hand is perceived in the mind of the reader. The audience targeted gets information required and synthesize it. The main purpose of the document has been conveyed first from the start as other details follow. The designer maintains a rational and focused approach in the article. The tone and attitude set from the beginning of the document instills keen interest to the reader on the information conveyed.
