SWOT ANALYSIS FOR PASSAIC COURT HOUSE: Introduction: The organization under review is the Passaic county court house. This is a judicial organization, tasked with the mandate of ensuring equitable and fair administration of justice to the resident of the State of New Jersey, and people of Passaic County to be specific. This is a government institution, and to effectively carry out its function, the organization has different departments and offices, each carrying out a specific function that in the end will result to fair and equitable administration of justice. This paper analyzes the internal environment of the Passaic court house, and gives their strengths and weaknesses. It examines, in detail these aspects of my organization, and identifies how the organization can use this strength in advancing its objectives. Under the internal analysis, this paper also identifies the weaknesses of the Passaic Court House. It gives in detail, how the organization can use this information to reduce the threats that might emanate from its own weaknesses. This paper also gives an in-depth discussion on how the employees at the Passaic court house can use the resources at their disposal to achieve the goals and objectives of the business organization. The departments under review are the office of the prosecutor, the human resource department, Finance and Accounting, and the management office. This paper also analyzes the external environment of the Passaic Court House. The analysis includes the opportunities and the threats the organization faces. In analyzing the external environment in which the Passaic Court House operates, this paper takes into consideration the the demographic, and the economic environment. This paper analyzes how these factors create opportunities and threats to the affairs of the Passaic Court House. This paper provides recommendations that could help the organization to take advantage of the opportunities it has, and reduce the threats it faces. It outlines how these actions will work, and the process of implementing them at the Passaic Court House. Internal Analysis: The Passaic court house has the ability to attract highly skilled and competent staff. This is a major strength of the business organization, and it is made possible because of the human resource policies of the organization. The department of human resource is under the management of intelligent, well-educated and talented individuals on issues that relate to labor and employment. The department has managed to develop a clear guideline on how to recruit its personnel, and once recruited the department trains them, on the current needs of the organization, and people it serves. Due to these human resource policies, the organization has the best financial staff to take charge of its financial activities, and the best managerial staff, and people supporting them such as clerks. The ability of the organization to recruit such individuals has made it to get the capability of efficiently, and effectively ensuring that there is fair and equitable administration of justice at the Passaic County. For instance, court house clerks, who are under the management office, have the capability of accurately filing the court judgments, and producing the necessary files if needed. They are also able to get proper guidance from their seniors, in case of a misunderstanding concerning their roles, or a problem at the court house. On this note therefore, strength of the organization is that it has effective and proper coordinative capability. This is strength of the management office. Due to this coordinative ability, the organization manages to ensure efficient and safe preservation of case files. This is important because there is always a document to refer to, when an argument is raised concerning a particular case law. The department of Prosecutor has numerous resources that give it the capability of challenging the arguments raised by the defense attorneys. For instance, prosecutors have an access to the organizations library, which is better equipped, with the latest legal books, and e-resources. Prosecutors use these resources to research on a particular case, and come up with various grounds of argument. This is for purposes of ensuring that there is fair administration of justice. The move by the organization to develop such kind of a library, was motivated by the belief that private attorneys are better equipped that state attorneys. To prevent this from happening at the Passaic County, the organization built the ultra-modern library. One weakness of the organization is that it does not have a unitary command structure. For example, the office of the prosecutor has its own command structure, and is not answerable at whatever form to the management of the court house. Police officers stationed at the court house are answerable to their superior police officers, and not to the management of the Passaic court House. The only people answerable to the management are staffs who are working at the human resource department, the finance and accounting department, and support staff found at the managements office. Because of this lack of a unitary command structure, there is conflict of interest that emanates from different objectives that various officers working within the organization have. For example, the main objective of prosecutors is to win cases no matter what circumstance, while the objective of the court house could be to ensure that there is fair administration of justice. These two objectives contradict because a suspect might be innocent, while a prosecutor would still insist on the guilt of the customer, by relying on inaccurate investigations. The department of finance and accounting lacks the necessary resources to effectively carry out their duties. These resources include computers, accounting journals and periodicals that explain current trends in accounting. For instance, accountants of the organization have to share a computer, when they are reconciling accounts, or preparing financial statements. Though they produce high quality work, there are some aspects of inefficiency. For example, presenting the reports late, or missing some crucial facts from their financial reports. Another weakness that the organization has, and this is found in its human resource department is lack of diversity amongst its work force. Employees of the organization are residents of the Passaic County, and of a similar race, i.e. whites. There are no blacks, or Asians, and this prevents the department from enjoying the advantages that diversity brings to an organization. The department of human resource is tasked with employing staff for the organization, and while conducting their duties, it is important for the department to have an outlook that is representative. This will create confidence to prospective employees that the organization does not practice discriminative labor practices. External Analysis: There are numerous opportunities that the organization has. For instance, because of its highly skilled human resource personnel, the organization has managed to ensure that there is equitable and fair administration of justice at the Passaic County. This in turn enables the court house to have a good relationship with the inhabitants of the Passaic County. This relationship could lead to collaborations with the residents of the county, on the better methods of ensuring fair administration of justice, making the organization as the best Court House in United States of America. The organization has an opportunity of attracting highly qualified staff as members of its work force. This in turn contributes to the economic development of the prospective employees, and the State of New York, because of taxation revenue. Again, the organization, due to its efficient work force at the accountancy department, has mechanisms in which they can minimize the cost of their operations. The money saved can be used in promoting economic welfare of the community surrounding the organization. An example includes, using the saved money to educate residents of Passaic County on the importance of engaging in economic activities such as trade. This will help in minimizing crimes such as minor thefts, or robberies. One threat that the organization faces is legal challenges that emanate from the lack of a diversified work force in its human resource department. Human rights groups can sue the management of the organization for inability to practice non-discriminative labor policies. A diversified work force is a proof that the organization is not discriminative in employing people. Another threat that the organization faces is developing financial statements that are not as per the laid down standard by the body regulating the activities of accountants in United States of America. This is because of lack of up to date accountancy journals, and enough computers that the organizations financial experts can use to prepare statements. Chances are also high that the organization might fail to meet its objectives because of lack of a unitary command structure. People working at the organization have mixed loyalties, and this has the capability of compromising the work of its employees. For instances, the loyalty of prosecutors is on their appointing body, and they will only seek to accomplish the objectives of the appointing authority. This objective might conflict with that of the court house, even though all of them are under the judicial system. Action Plan: To counter the legal threats that may arise from its in-diversified work force at the human resource department, the organization needs to develop labor policies that are supportive of a diversified work force. For instance, the organization needs to apply affirmative action while employing its members of staff. This will ensure that the minority groups are employed, and get a fair chance in acquiring employment within the organization. The counter the threats that emanate from lack of computers and accounting journals from at its financial department, the organization needs to look for funds, and buy these essential tools. They can ask for grants from the state of county governments. To acquire money from the state government in order to use for this noble purpose, the organization will have to write a proposal, stating the purpose of the computers, and why they are essential in meeting the objectives of the organization. The organization also needs to create a unitary command structure that will force prosecutors to be accountable to the management of the Court House. This is achievable by lobbying the State and Federal government to change the manner in which prosecutors are employed, so that the respective court house, in which they will work at, has an influence in the appointments. The organization also needs to harmonize its objectives, with that of other law enforcement agencies. This will help in preventing a conflict of objectives that arises when employees of the two organizations meet and interact. The organization can do this by writing to the State department in charge of administration of justice, in order to get authorization to change its objectives. Or it can lobby the state department in charge of administration of justice to put pressure on law enforcement agencies, to enact objectives that are in line with that of the court house. Conclusion: In conclusion, this paper has managed to highlight the strengths, weaknesses, opportunities, and threats that the organization faces. This paper denotes that the main strength of the organizations lies on the quality of employees it has. It is these employees who run the affairs of the organization and because of their skills and determination; the organization is able to achieve its objectives. This paper identifies numerous weaknesses of the organization, and they include lack of adequate resources at the financial department, and lack of a diversified work force at the human resource department. This makes the organization vulnerable, and threats that emanate from this are, risk of legal challenges due to discriminative labor policies at the department of human resource, and development of a financial statement that does not reflect the accounting standards. The opportunities that the organization faces are collaboration with the residents of Passaic County in ensuring justice prevails, and the advancement of the economic welfare of its employees.
