Discussion Question al Affiliation) What, in your view, is the role of the Public Administrator? From a personal perspective, public administrators usually perform various roles. To begin with, they can perform administrative roles i.e. overseeing implementation of various programs, provision of information to the public as well as monitoring and evaluating programs. Additionally, public administrators may also perform fiscal roles such as approving public budgets as well as approval and implementation of public development plans.

Do you believe that non-elected public administrators have been affected by the partisanship reflected in national politics?No. Whether non-elected or elected, Public administrators are required to be non-partisan when performing public duties; however, it is a fact that public administrators, being humans, may have individual goals, desires and beliefs, thus may decide to perform duties in a non-partisan manner; that is, a manner that meets the visions of their political affiliations. Do you believe that public administrators should be partisan (have a view as to the role of government in the lives of Americans)?

Public administrators should not be partisan at all. However, it is important to acknowledge that being humans, they may have their personal and individual beliefs, although, this should not be applicable when performing public duties. That is, they should perform their duties to the general public without bias or prejudice due to their political beliefs. Basically, the role of a public administrator, being part of the government is to offer services to the public including those who do not support the development ideologies of the current government.

Is it realistic to expect the public administrators would not have strong partisan views on the public policies they suggest and implement?Yes. It is realistic to expect a public administrator to have strong partisan views on the policies they suggest and implement. As aforementioned, they are humans with personal beliefs, ideologies as well as perceptions, this may influence their judgment towards certain policies and determining what they do or not support. What should be the ramifications for a Public Administrator who does not follow the rules of the APA discussed in our last class?

There are rules that guide the activities of Public Administrators; these rules stipulate their conduct whether elected or non-elected (Rosenbloom, 2003). The ramification of a public administrator who does not follow these rules may be based on rules applicable for punishment for instance: Ohio Revised Code of Justice and Offenses against public administrators may be applicable to when punishing certain offenses committed by public administrators (codes.ohio.gov/).
