Road incidents cause congestion on highways and freeways. Because of the importance of traffic incidents, crisis management providers of service, and law enforcement agencies are working towards “incident management” in many cities of the United State. It can be defined as a planned, organized, and methodical utilization of institutional, technical, scientific, industrial, perfunctory resources to lessen the time and shock of incidents, and enhance the safety of victims and motorists, and car riders on the highways in case of road incidents.

In many areas, an intricate traffic control system makes use of video observation cameras and other automatic accident exposure systems to watch the freeways and also to counter possible incidents situations. Other areas like Texas use service patrols or motorist supportive patrols that go about the freeways and monitor incidents and give adequate help to vehicles or put immobilized vehicles off the roads.

By the use of performance evaluation, agencies can achieve the following: The Coordinator of Texas State Incident Management Team, Bob Koenig, believes that to increase the State’s potential for managing incidents in Texas should be guided by multiple periods of operations, by using various resources and also by following several authorities.

He works for the missions for Hurricane response. (Koenig, B. (2010) In many areas all across the United States of America, different societies work for different parts of the process of incident management. Texas Forest Service is the society for incident management in Texas. It covers almost ten vulnerable incidents on average every year. Most hazardous incidents take place during fire and drought seasons, giving an incentive to Texas Forest Service to build missions that could struggle for limited resources. This agency is always optimistic about succeeding regardless of its compelling missions. (Koenig, B. (2010)

           

            The transportation agency works for restoring the regular flow of the vehicles on the roadways and highways. Their mission is to provide emergency service as early as possible to avoid any loss of property or the life of individuals. When an event occurs, varying agencies such as police, fire department, combine for a single mission. Several agencies work together to understand each other and solve the dilemma (Balke, K.N. Fenno, D.W., Ullman, B. (November 2002).

            The Office of Incident Management in Texas deals with incident management’s response and preparedness. It synchronizes with the incident management groups throughout the state of Texas to build up and enhance its emergency answer programs, and collaborate continuously with the Homeland Security Strategic Plan. It gives training to its security personnel who have to work on the Incident Command System. It also collaborates with National Incident Management System for the safety of the people. (Kirk M. (2011).
            Emergency Operations Training System provides systematic, time-bound, and practical incident management training in a very fulfilling environment. It uses reproductions of arts and information technologies to teach and supervise incident managers, executives, administrators, and military employees to deal with huge-scale disasters by working through an amalgamated approach of command. Its goal is to give its users or partners such as corporate teams, governmental agencies, and authorities all over the country the skills and abilities they need to handle unforeseen circumstances and incidents so that they can manage them effectively.  It also provides a huge range of probable operations, starting from command of the incident to operations prescribed in emergency situations. (David M. (2011)

 

Risk Identification

            Texas Forest Service makes use of a Red Flag warning for fires in Deep South Texas and Hill country.  It also considers whether conditions, wind, and temperature for predicting potential fire. (Texas Forest Service (Monday, February 28, 2011).

Risk Treatment

 

          Bob Koenig, the Coordinator of the Texas Incident Management Team, believes that the solution for risk treatment is to build strong relationships with the authorities both at the district level as well as state level. This will enhance the state’s ability to manage local incidents, and also provide assistance in training individuals for the incident and how they can save themselves from the calamities. This will strengthen the State’s incident management reply. (Koenig, B. (2010)
