Scenario Rational persuasion on potential consultees This study is directed towards the study among the school-based consultees. The study will involve the presentation of the importance of relational persuasions and its objections for the sake of behavioral intervention influence on teachers’ ratings of acceptability, effectiveness and commitment to implement the agreements. The teachers union and all the relevant agencies on one side sampled 71 teachers who are enrolled in graduate education courses. The union and the agencies have conducted a thorough interview of the teachers trying to find out what they need to be committed to the agreement presented by the government. The implications of the findings are integrated using the base set by the other party to moderate on the implications. In this bargain, the government on one hand presents the teachers’ consultees with a package of the training promising them that the training will come with benefits such as increased salary increments given the training will increase their job groups with relations to the other civil servants, alongside this is the increased risk and hardship allowances. The house allowance will also witness a bust given the sensitivity of the government to the pathetic situation that the teachers are witnessed staying in despite the fact that they are the force behind any successful brains. The consultees are further promised the authorization of a union different from that of the teachers, which has the capacity of pressurizing the government into succumbing to their virtuous demands. In addition, the union is given the power to vote any government representing such unions out of the office as investigations towards the same are conducted. On the other hand, the sampled numbers for training together with their colleagues in the current giant union have their stand. First, they are demanding that definite term of 300% of the agreement that they signed some time before the current enticement is crafted. They are claiming they can no longer be swayed away from their stand, as the government has never been serious when it comes to the benefits towards the teachers, they claim that the government has to commit through indisputable instruments that the can never default such agreements as they have done before. The bargain wilds intensely as the teachers are seriously on the neck of the government terming them not serious about the lives of the children who are not being taught, as the government is quite reluctant about their issues (Hoch 2004 pg 64-9). Through out the bargains, the government given the tough economic times tries to use rational persuasion to try to sway the angry teachers to class. This evident since the government has directed their negotiations towards the influential minorities that is the teachers’ consultees; they are trained and given non-factual promises by the government (Hoch 2004 pg 97). The promises are non- factual given that they do not give any timelines and are not giving any statistical figures in form of percentage increase of the mentioned benefits. The limitation of this is that the method would not suppress the angry teachers are they are already aware of the conning that the government is likely to direct to them. Faced with such a situation in the future, an integration of both factual and rational would be considered to relay quite convincing information. Scenario 2 Rational persuasion for security of a country There is a terrorist group, which is seriously terrorizing the citizens’ of the country jeopardizing the role of the government of protecting its citizens. Though power is held by the state, the group is reckless and does not mind hurting any individual as they have nothing much to lose. The government on the other hand is not in the position of attacking those head on, as this may lead to the group unleashing its potential on the innocent civilians through their poisonous biological weapons. The government has therefore the option of engaging the group in a discussion for a negotiation, which cannot be factual as the terror group, cannot be promised facts given that this would be against the sovereignty of the state. In the persuasion efforts, the government presents on the table goodies for the terror group and promises them to be integrated in the running of the government. They are therefore, invited to select their top officials or the individuals they entrusts with the promised positions and the intention of the government inviting them to this table is to peacefully detain the officials without the followers awareness. This is a divide and rule technique of running the government as the result is directed towards making the followers realize that soon they are likely to be detained as their leaders hence scaring their activities and the harms they are likely to create to the government. The rebels on the other hand purpose a negotiation through representatives but they on the other hand do not overrule a round table talk with the real officials of either parties though they are skeptical. The limitations of such a form of real life rational persuasion are numerous and one of them is; that such arrangements are likely to collapse if the rebels realize the malice that the governments have against them. This would lead to the mass killing of civilians as the terrorist will have no other wise but try to demean the government responsibility to protect its people. In a case where the government through its power instruments are forced to succumb to the pressures by the group and delivers the promises they keep for the group, it would have completely lost its mandate of representing the people. Either way negotiations through rational persuasion is not effectives when it comes to negotiating security matters most so those pertaining to the country. The essence of any form of negotiation is normally that either party would win on their objectives hence the need to base tem on facts. Factual persuasion therefore still overrules rational in terms of security negotiations since the information got from the procedure or integrated in the process will be helpful to all the parties in the bargains (Hoch 2004 pg 113-139).
