There are certain political 'connotations' to paramilitary, of which, however, are localized and contradictory. Paramilitary groups may serve for many different functions. "Some arecreated by governments as paramilitary police (Gendarmerie) or other internal security forces revolutionary groups using traditional or guerilla warfare to oppose the governmentprivate militias intended to enforce order without the niceties of the rule of lawcommando units created by a state and intended for non-traditional combat missions, operating outside the official militarywhileother paramilitary groups adopt military organization and aspects of military culture and discipline, but are not intended to fight at all.

Community Oriented Policing is in all actuality a philosophy of full-service, personalized policing where the same officer is assigned to a specific geographical area on a permanent basis, working in a proactive partnership with citizens in order to identify and solve problems of sorts. The primary focus of community oriented policing . state and intended for non-traditional combat missions, operating outside the official militarywhileother paramilitary groups adopt military organization and aspects of military culture and discipline, but are not intended to fight at all.

The primary focus of community oriented policing is to not only simply respond to crime, but - and perhaps more importantly so - to prevent crime and resolve problems in the community.

The belief that the best way to prevent and solve crime is by the community and the police working together is an extremely important view in this type of policing, and is basically required to solve the contemporary challenges faced in today's society. Community oriented police officers are "empowered with the autonomy and freedom to act as needed in order to implement and participate in community-based problem solving efforts." (University Police, n.d.). The primary and most positive focus of community oriented police officers is to identity the problems, concerns, and fears of community members, to identify and eliminate hazards that may promote crime or disorder, and to basically improve the overall quality of life in the community.
