He was right in his approach. The report he was supposed to be presented to the project office is intended to let the corporate and divisional staffs know about the project proceedings and the problems being faced by it. Apart from that he is the project manager and as such he is responsible for the proceedings of the whole project. Therefore what he did through the report is his duty and commitment to the project. He wished that the inefficiency of the project caused by the functional staff will be rectified by necessary actions from the divisional staff.
The decision of the customer to monitor the progress of the project is quite unacceptable. The involvement of the customers actually made the project hectic in nature. They interfered a lot into the duties of Reichart and other staffs in the trophy project. They also asked for reports at regular intervals regarding the proceedings of the project. This had actually consumed a lot of time. It is an additional burden on Reichart and other staff of the project. Their work is actually hampered by the customer interaction. The rationale supporting the customers' act was that they are the beneficiaries of the project. They thought that since they are the beneficiaries of the project they have the right to interfere into the progress of the project.

Summary

Reichart's report was actually a complaint to the line managers about the functional managers. He identified that the non commitment of functional managers in the project is the reason for the cost overrun of the project. He explained in the report that it is due to this reason that the project is not able to be completed in time…
