1. Group-wise or Project-wise appraisals should be carried out by intimating the individual resources over the email.
2. Organization wide Training calendar should be published listing the resources identified during appraisal for each of the topic.
3. Mentors should be identified for each resource/group, which shall be intimated to the concerned staff over email.

To address this issue below steps can help :

1. There should be a feedback form to be filled by each team member, the frequency can be decided by the senior staff. The frequency could be either monthly or quarterly.
2. Though the team members should be encouraged to give the feedback on and off to the HR team, which can be compiled and forwarded to senior management.
3. This would be the best way to implement the change as people involved has the best feel of the processes.
