After all the information is looked at, discussed, weighted, and analyzed, the team then decides what the best thing is for the child, and can either submit an official Referral to Special Education. If the team decides to take this course of action a Referral is filled out and then the parents of the student are notified.
During this examination, the results of interventions are often looked at. Sometimes the team may decide that further interventions are required, and may ask the general education teacher to try some other interventions methods to get the team more information that may be important to the student's case.
Sometimes a team may decide that this is the case, and that further information and interventions are needed in order to justify making an official Referral. This does not mean that it is a shut case and that the team will not meet again and reexamine data later, it simply means they f feel they need more time and information to decide for sure if this is a case that needs Special Education or not. Often after this the general education teacher will use other interventions methods, some that can possibly even include the parent, to try and asses the situation of the child in the learning environment.

The classroom teachers offer the most insightful information, and can give the best story of a child's classroom behaviors, as well as any pertinent information that may have come from interventions that the general education teacher has tried. The Special Education teacher is there to offer their input, but they may or may not have yet observed the child. The Principal is there as the LEA, and any other adults invited are done so on the basis of important interactions with the child they may have had even if it was not specifically through class room instruction.
It is also important to note that no decisions about the child's placement, classification, or testing is ever done by this team. After the initial official Referral, parent input is needed in order to make any of those decisions. The Pre-referral team is simply a brain storming team and does not make those decisions by any means, way, shape or form.
The purpose of the Student study team it to collect, analyze, and discuss any important information that may be useful in deciding if a student requires Special Education or not. There purpose is not to diagnose the child or make any decision based on their placement, it is only a pre-referral system to look at and decide if a child should be referred to special education. The team is made up of the Principal, and any general education teachers that can give any results of their interventions with the student, or any other basic class room interactions. They offer the most useful input to the team, and can offer the first hand reactions and behaviors that the child has in the learning, classroom, setting.
