Public Services – Non-manufacturing Sector The business environment has seen progress made in different quarters over a period of time. The manufacturing and non-manufacturing sectors have contributed in a positive fashion as concerns to the development of the business activities, tasks and processes on a continuous basis. Under the heading of the non-manufacturing sector, this paper takes a deep and incisive look towards the performance of public services – geared for the betterment of the public in the most apt manner possible. International business activity within a non-manufacturing sector could bring in rich dividends if there is more purpose attached with the undertaking of the already laid down objectives. This is made possible with the help of the local state machinery which indeed is the government, the different stakeholders, the various political groups, the reform movements, the consumer action factions and indeed the largest entity of them all – the various publics. Now what is most important under such a non-manufacturing sector to produce instant results is the interplay between these entities on a consistent basis – the result of which is the amalgamation of resources brought forward by each player and thus the wholesome unit works towards providing each other benefits as well as towards the whole composition of the relevant sector that it is working under. For the length of this paper, an effort has been manifested to focus on the provision of the public services and as to how the same are delivered to the different publics on an out and out basis. (Stark, 2002) The steps that the varied organizations and firms undertake, the role of the government under such initiatives and the endeavor which the stakeholders make all this while is adequately documented within the length of this essay so as to mention the salient features of the provision of public services, coming as a direct example of and under the banner of the non-manufacturing sector. Now the focus shifts wholly towards the public services since these bring forward the needs and wants of the people – for whom the services are carried out in essence. The public services are the most basic of needs coming under the auspices of the government and for carrying out these undertakings; the government need not charge anything. However the social sector taxes and the income cuttings play a huge role in providing the funding for the public services’ institutions to work in a wholesome manner. What is needed is an effort by the state machinery (government) to step up the activities which come under these services and make sure that the same are given out to one and all. This is so said because the government is indeed responsible for each and every citizen who lives in the country as he looks towards the government when it comes to meeting its most basic needs and requirements. (Milner, 2002) The public services take care of the water and sanitation regimes, the electricity and power issues, the building up of hospitals, schools, dispensaries, areas of worship, playgrounds, community halls and so on and so forth. There are a number of different services which come under the direct and indirect role of the state and for which public services are given out by the government and its various stakeholders itself. Now what is needed by these stakeholders is to make sure that they carry out their commitments in an earnest manner and not to put the state machinery in a fix as concerns to the delivery of these public services for the sake of the public in a timely and convenient manner. The local and national culture has a lot of bearing on the way in which these public services are carried out on a regular basis. This suggests that the ethics and morals present within the area, region or country for that matter have a great amount of say in shaping up the delivery of these public services. (Maranto, 2002) If a culture is prone to working under a regime which is bent upon mincing money from the poor and giving it to the riches, then the whole framework of work and delivery of the public services towards the common man is dependent on bribe and its different forms. This means that works could be speeded up if bribes are offered to different parties and thus the rich will prevail in all essence over the poor. Bribes must take a backseat if the ethical considerations have to be kept in check within an organization or institution and the government must make sure that these firms work for the betterment of common man so that the end result is apparent for one and all. (White, 1999) International business concerns and organizations thrive on such an environment when the fair play in the provision of public services is there for the people and the different institutions are doing their utmost to make sure that common grounds of sanity are in place as concerns to the very same discussion. Thus the aspect of local and national cultures gain all the more significance when the ethical and moral constructs come under consideration as they account for a heavy workload in the provision of these public services. The mindset of the top management hierarchies similarly gains immense essence since it is these people at the top who will make the decisions and provide the services on a constant basis. The top management has to be on its toes as far as accountability issues are concerned since they are answerable in front of the public and for that they must remain vigilant at all times. The local level culture of any area or region holds significance but not that much as compared to the national scene since on the global front it is the country which counts more than the regions and areas that come under the fold of the country. What people want from the politics of today is sensation, however deep down inside they want true democracy for their own betterment but then again everyone loves to gossip and politics is the favorite amongst the lot. Marketing within the political realm is something that must be judged in the proper light to start with. The citizens of the state must be apprised of their due role within the country and then they must also be told about the different aspects related with the spreading of message through the right channels. Politics must make citizens stand up and act. They should take notice of what is happening around them and what the different regimes and movements are doing for their own betterment. This means that awareness and a sense of knowing needs to be the buzzword when we explore the true meaning of politics and marketing the same gives the whole discussion a real boost in the related scheme of things. Politics in the world of today is like a relationship. It connects with an individual in much the same way as a family is connected to him. He is being constantly bombarded with the different slogans and messages of the political regimes and movements and this suggests that the awareness aspect is seriously being taken into loop when we talk about political marketing and the related factors. However, the single most beneficial point of political marketing is to make sure that the right blend of people knows what is going on within a party and what its charter is and how best it can serve the interests of the people. Public services’ provision and its facilitation with marketing in today’s age is a part and parcel of any activity and when the talk goes out loud of political happenings within a society or a culture, one must make sure that the marketing aspect of the political regime is very strong and there are no hiccups in the successful propagation of information to the target audience. (Blasi, 2002) The world economy has grown in recent years. International trade has been the motivating force behind it. But with the more recent technological developments as well as reduced trade blockades, growth in trade is definitely on the rise. Developing counties have also stepped on this bandwagon, extracting the best out of their own respective economies through trade internationally as well as locally - within the country. The integration of trade into the world economy has really proved helpful for the developing countries as they can promote economic growth, development as well as poverty reduction within themselves. World trade has been increasing at an average rate of six percent for the last 20 years, which is twice the rate of world output. The integration of the world economy with the help of trade has lifted the living standards of the people within these developing nations, which is a positive sign. Sustained and consistent economic growth requires policies that can open trade and investment with the rest of the world. There is proof to it and it is that there has not been a single nation that has achieved economic stability without being open to the world for trade. International trade requires liberalization, i.e., openness to all and sundry within the world no matter what. The living standards are in direct proportion with them. There is a high need to promote and liberalize the manner in which trade is carried out within the world economy. It needs to be more generous to everyone and anyone as well as helpful for the developing nations so that more and more trade is carried out between the economic world markets. (Kingsley, 1998) Agriculture is one such example of being more liberal for the international trade market. Liberalization by both industrial and developing nations is necessary to realize trade’s potential that acts as a driving force for economic growth and development. It is up to the industrial and developed nations to be more broadminded towards the developing ones so that trade barriers are removed in the wake of open trade between all the countries listed in the economic world. Some countries seem to benefit more than the others in the liberalization and globalization of trade. There of course, seem to be many losers as well as winners in this regard. But all in all, the development efforts they employ to the developing countries are a real plus for these nations. Countries that open their doors to the international economies have over the years enjoyed a considerable amount of growth and poverty alleviation. Free trade has really benefited them in the long run and will continue to do so for them while for those, which remain narrow-minded and keep themselves away from the international economies remain alone in their own gloom of poverty and illiteracy, i.e., in developing countries. (Lerner, 1995) Speaking from a true perspective of provision of public services, one needs to realize the fact that business is a consistently changing world and in this world only the people who are ready to change are successful. Thus to put it in the related context, change is the only constant in the world and in the business scheme of things, changing to suit the will and desire of the customers and/or the stakeholders as well as doing one last bit to bring in more revenues and profits for the company or institution just plays the right trick for the business to succeed both in the short term as well as in the long run. Businesses which stagnate over a period of time and do not change because of one pressure or the other usually die out quickly. The ones that have existed thus far have relied a great deal on the phenomenon attached with change and consistent upgrading of the needs as put forward by the business and its norms. The changing market structure might call for changing strategies and lines of action in the wake of the completion of public services that would all target the people for whom the product is actually designed as well as the competitors with whom the clutter is being broken in the environs of the marketplace. (Home, 2002) Thus for the fulfillment of the public services, competition brings in more and more quality at the end of the company or from the government levels Apart from that, emphasis on need must be the order of the day rather than bringing out more and more varied stock key units just for the sake of it. The different services should satisfy each and every person within the public domains since it is for them that the business processes are making giant strides day in day out. Thus profits could come out in the middle when a company is the sole and dominant player in the whole market structure and this is indeed true from the provision of public services as well. All said and done, public services would continue to be a quintessential aspect of the non-manufacturing sector until they are succeeded with services that could provide more access and flexibility to the publics in different ways.
