Local Development Framework Local development framework is the guideline of development in your area and forms an intrinsic part of community participation. Framework defines the government and local council’s good intentions to take the community with them while formulating development agenda in their areas and introduce and incorporate the schemes and policies that benefit the community at large. They include the core strategy, site specification and allotment of land, action plan etc. and projections that would give clear indication to how the area would development in the next 15-20 years.

The local development plan will consist of several Development Plan Documents (DPDs) and Supplementary Planning Documents(SPDs), conforming to the core strategic plans and policies. The salient features of the LDA are as follow:Main development goalsIdentify key issues and options of the community and devise ways to address them.Will define the needs of the community in terms of the educational institutions, health related concerns and other social security requirements relating to employment, retirement, crime prevention etc.

Housing needs in the next 15-20 years.Site allocation plan and allotment of land to various bodies working towards community development.Define criteria against which the applications for the various welfare schemes would be considered.Specifying the involvement of the community.Sustainability All the proposals and plans of the development plan documents and supplementary plan documents will have to undergo sustainability appraisal and must meet the criteria of environment baseline as set by the Borough.

Implementation and Monitoring The reforms in the planning commissions have made it mandatory for the councils to prepare an Annual Monitoring Report (AMR) for all the ongoing projects and programs of the development schemes and clearly state the present status as against the premeditated goals of the scheme for the previous fiscal year. The implementation process of the projects and programs involves categorical and well defined plan of stratifies development which is to be monitored regularly by the authorities and community.
