Derived from this concept of Bilingual Education there are many models , these include : Transitional Bilingual Education , Two-Way or Dual Language Bilingual Education , Late-Exit or Developmental Bilingual Education and a more recent one would be Two way immersion program . Now the question that exists is that despite the advantages of bilingual education such as imparting knowledge to more people, better multi cultural understanding and tolerance, why this whole subject has been a target of controversy.

It is still a very complex issue and has always sparked controversy. Education is a relative term, students of linguistic minority might be taught of something that is against their value. Many proponents hold staunch belief that bilingual education increases average success of students in education, enriches students on a personal level, enhances his or her problem solving skills, analytical skills and proficiency in the languages. On top of all that it makes students to have a better grip of multi cultural understanding.

However, opponents still argue that it instills certain elements of conflict in the education of the minority that are against the over all norm or culture of that minority and it does not mean success of students in education; it has numerous repercussions on the society of the minority. If we look at the history of bilingual education, it is very hard to determine whether it is a success or failure as a whole. Bilingual education has gone through a dramatic change in the past 20 years. During this transformation Bilingual Education has been criticized for the method of instruction for the linguistic minority students but then the merits of Bilingual Education as previously mentioned have also been acknowledged.

The central issue of the survey as proposed by Arlene Fink is to determine whether the Bilingual Education supports purpose of the education, should Governments invest in education and does it meet the
