The civil engineers of today are indeed the heroes since their work is used by nearly all of the people, irrespective of where they come from or who they are. This is a fact that the civil engineers are in high demand now than ever, as the world has woken up to the ideology that Civil Engineering is a very realistic entity and therefore it should be given its due place within the engineering and infrastructural development domains. The world has seen the role of civil engineers grow by leaps and bounds since they have seen the wonders of the world getting redefined and reshaped time and again. This has meant that the field of Civil Engineering has become advanced more and more with the passage of time (Davidson 1990). Value and economy are improved through the study of alternate design concepts, materials and methods without compromising the value and functional objectives. Value engineering can be applied at any point in a project. Typically, the earlier application means a higher return of investment in time and effort.
The project manager is expected to re-invent innovations in every project and hence almost all such projects begin with uncertainties of results whereby the diagrams of the drawing boards convert into realities as a result of tremendous knowledge, past experience, visualization, planning, organizing, directing, co-ordination, control, application, skills, hard work, proactiveness, quality consciousness, commitment and many such attributes which keep on counting till we run out of words.
clients want superior value at competitive cost, especially when market conditions are difficult, and it is not easy to find funds for construction projects. The Saudi Ministry of Defence and the Saudi military started applying value engineering techniques in the early 1980s in
