However, it could be a negative situation if the whistle-blower is perceived to be a tell-tale or a snitch. If a person actively goes out of their way to dig up all kinds of dirt on people, they might seem more like a spy than a good employee of a company. Some people might also be tempted to get revenge for personal matters by seeking out minor infringements and reporting them out of proportion.
My own views on whistle-blowing are that it is a necessary part of organizational ethics. In an environment where any misdeed could go unpunished and unnoticed, I think people would tend to be less likely to act ethically than one in which misdeeds were reported.
