ECM aimed to bridge the gap between specialised and more general services for eg; Child mental health professionals trained staff so they could work with families where a child had early signs of emotional and behavioural problems thus preventing more serious problems at a later stage. This kind of service is complementary to work to Social Services not a replacement.
