Act 1902 was implemented to realign the “educational administration at local level” by removing all existing school boards throughout England and Wales (UK Parliament, 2010 b). Since then, all elementary schools were monitored by the county and county borough councils. Similar to the explanation made by Gillard (2004), the State University revealed that the 1902 Education Act was implemented in order to remove the power to decide on spending the educational fund away from Local Education Authorities (LEAs) (State University, 2010). Instead, the Act gave LEAs the control over voluntary schools offered by churches (Gillard, 2004).
