There was a delay by five years in the approval of the Article of Confederation because during this period the United States was not in good terms with Britain. The main conflicts between the two countries were based mainly on foreign affairs and the economy of the ruling government. In addition to that, there was a war between Indians and French in some of the colonies the British had an interest in. The British had resistance in tax payment claiming that they wanted equal representation in the English Parliament.

This took a while before an agreement was reached. The three main areas of concern of the confederation government included foreign affairs, the economy of the federal government, and taxation. This is evident as there were enough wrangles especially amongst the British and the state legislatures. The common feature of the constitution in all states after the declaration of independence includes the fact none of these states had no ability to coin money and both the federal government and states could form post facto and or bill of attainder.

The states that have a language of equality in their constitutions include New Jersey and Florida. The state that first emancipated slavery in Pennsylvania in 1846 (Cassara 45).Thomas Jefferson advocated that the state in the northern territory should be partitioned into seventeen states and the claims of the land on the west that was believed to be the Appalachians be destroyed. He even gave names to the states which on the formation of the ordinance were not considered. In 1785 the ordinance was repealed as it was criticized by George Washington and Monroe thus it had some consideration on land to be acquired by poor people.

The main obstacle of the northern territory was the land partitioning – state cessations. The 1787 ordinance was important as it established the building block for the ordinances in the states northwest years thereafter. The New Jersey plan differs from the existing government as it focused mainly on taxation and matters to do with the leadership were slightly different and organized in a manner like the United Nations. The constitution dealt with slavery as a federal offense by the 1820s and those who were offenders were punishable by bail in the courts.

The anti-federalists known as the Columbia patriot was Mercy Otis Warren. The biggest appeal on anti-federalism was the spirit of maintaining the republican government and that people had knowledge of their governments. The widespread objections of the constitution are the anti-federalism believes. The founder of the first African American church was George Leila in 1773 in Georgia (Bellia 110).
