According to the consultation paper of 1994, an adult whom is vulnerable was defined as a person in need of community care services because that person has some mental illness, disability, aged or under illness (DH. 2012, p.8). That victim may be or unable to have the capacity to protect or care for him or herself from any form of exploitation, abuse or harm. Moreover, the paper defines an adult as any person above the age of 18 years a limit accepted by many countries. Community care services were defined as any form of care provided in any setting within the country.

Abuse was defined as any form of human rights and civil rights violations by another party that may be a person or organization. The abuse may involve any form of neglect, omission or persuasion of a person to enter in any activity that full consent is not aware of. Moreover, it may be in the form of physical, psychological or verbal form (DH. 2012, p.8). As people ages or becomes weak, they shift from independence to dependence lives. Sometimes discrimination and inequality starts to develop, and such people are marginalized with little attention and care given to them.

The situation is very common among the children and worse among the adults and disabled persons. . Therefore, there is a need to review knowledge and theoretical frameworks relevant to working with adults in vulnerable circumstances. Moreover, the study will help in the demonstration of a reasoned understanding of how this knowledge can be systematically applied to problem solving in complex and unpredictable situations. According to Mandelstam (2011, p. 126), several; case of vulnerability among the UK persons have been reported.
