The targeted people for the program are rather definite and this is because they are any possible persons that may have faced a certain danger and are in need of emergency evacuation and quarantine. The benefits of the program are extensive and one of the main ones is that the people saved from the catastrophe will get to lead longer healthier lives than they could have lived had they remained in the troubled areas (Regis 87). Another benefit is that the Center for Disease Control will receive credit for carrying out an effective mission that in turn will lead to the citizens gaining confidence in the institution.

The theory incorporated in the success of this program is that of social needs. There are times that society requires assistance from government institutions and carrying out evacuation procedures and quarantining people is one of the most effective forms of this.
