? Joint Commission on Health Care Organizations Policy There are policies that higher organizations implementin their operation process so that they can enhance the proper delivery of services. The work of The Joint Commission on healthcare has been to formulate policies that can assist the healthcare organizations, in the United States of America to deliver quality services at an affordable cost to the citizen. The Joint Commission (TJC) has formulated and implemented many policies on health care accreditation that has stimulated the quest by analyst to determine whether it was essential or has outlived its purpose. This has been brought forth by the fact that there are many issues that continue to affect the healthcare organizations, which has raised questions on the credibility of the organization that offer the healthcare services (The Joint Commission, 2010). The analysis of the policy of TJC in accreditation of healthcare organizations shows its strengths and weaknesses, enabling analysts to make informed recommendation of the way to improve it. TJC has the responsibility of ensuring that all the organizations that offer healthcare services improve their services to increase the satisfaction in the patients who receive care from them. This commission has implemented the policy to enhance the healthcare to all people in that it sets regulations that health care organizations have to follow so that they can be licensed to operate within the country. The goal of TJC is to establish safer healthcare systems for all patients in the United States of America (US), and therefore to ensure that all who seek care get quality services. TJC aims at eliminating any form of poor services that may result from poor conditions of health facilities, lack of qualified caregivers and other issues that can the healthcare standard. TJC also aims to ensure that patients all over US can receive similar services irrespective of the caregiver or hospital they seek healthcare services across the country. These goals of the TJC are aimed at ensuring equality of healthcare service delivery to all patients and that the services are offered in a safe environment that will enhance the recovery of the people who seek care instead of causing deterioration of their condition, an attribute associated with substandard healthcare delivery (The Joint Commission, 2007). Apart from the basic healthcare services, TJC also offers services such as consultancy, accreditation, publication and education programs that are aimed at increasing the quality of patient care. TJC assist health organizations, health ministries and other stakeholders in health sector to evaluate, improve and implement the patients’ care and increase their chances of safety so that they can recover from their conditions. Through the activities of TJC, the healthcare organizations that offer care demonstrate their value for quality of services in their situations. The success of TJC is assessed through the performance of the healthcare organizations that comply with the policy that determine the way they offer the services they ought to give to all the patients (The Joint Commission, 2010). Explanation of the process of accreditation of health organizations by TJC TJC has implemented a plan, which is used to assess the delivery of services of different healthcare organizations in the world. This assessment is done through a randomized survey of the healthcare organization after a particular length of time to ensure that they are complying with the requirement of the policy. The survey on adherence to stipulated guidelines is carried out after every three years for healthcare organizations, and after two years in laboratories that offer healthcare services to the people in the society. Through these surveys, organizations assessed are analyzed according to their different sections of operations to ascertain whether they meet the set standards. Organizations that TJC targets to carry surveys on are not usually notified of the date the examination will be carried out so that they do not manipulate the conditions in the organization to fit the requirements that are the set by the commission (Joint Commission Resources, 2009). After the survey has been done, the organization that TJC surveys is given a report of the findings that indicate areas that are up to standards as well as the parts of the organization that need to be improved so that they can meet the requirement of safety and quality of healthcare services to the patients. The organizations that do not meet the requirements of TJC are given warning so that they can comply with it and failure to take heed of the directive would lead to delivery of an order to close down the organization. Through these services, the healthcare organizations that are under TJC remain alert and committed to delivery of services that are of very high standards, all the time. Problems of TJC Policy In many instances, TJC carries out survey after every three years of operation of most healthcare organizations and after two years of delivery of services in laboratories. This survey displays some weaknesses that can lead to a situation of planned results of the organization in that these organizations can perfect the services they offer to the patients towards the period of the survey and neglecting them in other times. This means that TJC survey might not get the true reflection of the organization that it is supposed to assess because the organization delivers services will have complied in the sections that it had failed to perfect in the time when the inspection was not done (Liang & Storti, 2000). The period between two surveys for healthcare organization is long considering the fact that the number of people an organization could have served in the time is high. This time is long because the number of patients a facility serves can determine the rate of depreciation of the devices that are used to offer care for the patients. This means that before replacement of these devices is done, the healthcare organization may have failed very much to offer safe services to the people. Replacement should be done with a consideration of the capacity of the hospital that delivers care to the patients so that after a number of patients have received healthcare from such machines, the health organization should not wait for the recommendation of TJC to make changes (JCR Staff, Jcaho, Joint Commission Resources, 2003). Critique of the TJC accreditation The staffs of TJC ensure that the health organizations that are required to comply with their standards of nursing remain focused to the delivery of high quality services to all patients. Their supervisory role ensures that all the healthcare organizations deliver the services that are in accordance to the standards that are set out in the policy, which they have to comply with as part of the TJC regulation. Through it, TJC ensures that all the healthcare organizations remain committed to the safety concerns without relenting or failure. TJC policy ensure that it eliminates the conflicts of interests between the officers that perform duties in the organizations that offer services in healthcare to patients in such a way that they are able to focus solely on the goal of delivering quality services (McLean, 2013). Through punishments that are administered to healthcare service givers who fail to conform to the quality standards of TJC, quality service and safety of patients is guaranteed to all. The punishment ensures that all the employees of the healthcare organizations will ensure that they offer quality services with the consideration of the people that they are offering services to. In this respect, TJC stimulates the commitment all healthcare givers so that they are in a position to provide services that guarantee safety and high quality in the most efficient way and therefore, contributing to orderliness in these healthcare organizations (McLean, 2013). Comparison between the TJC healthcare Organization Policy with other forms standard way of practice Adherence to the health standards can be used to determine the way healthcare organizations offer services to the patients, which implies that TJC offers specialized supervision of all the healthcare organizations that are in operation, in the United States of America. This is because organizations such American college of physicians, American hospital association and the Canadian medical association offered similar services to the people in different states in America, and thus there was need to find a regulatory body that covers all states of United States of America. With formation of TJC, these associations lost their popularity and joined to offer similar services (Sahel, 2010). In delivery of services, there are different things that need to be put into consideration so that all the people and institutions charged with the responsibility of providing care to patients are in a position to deliver their services. A survey done by the Westmister University determined that there are factors that ensure that all the people in TJC are able to offer services that are reliable. These considerations include the sustainability of the program, the ease of the communication and the other factors that will ensure that they are in a position to deliver high quality delivery services. These factors ensure that all the plans of TJC are achieved within the stipulated time plan. In another research that was carried out to determine the effectiveness of the TJC, it was determined that there are many deaths occurring because of the kind of services that healthcare organizations are offering to the people in the society. This implies that there are some of the issues that TJC need to evaluate so that it can achieve the goals that it has committed to fulfill for all the people. These deaths have led to intense scrutiny for the work done by the TJC in providing safety to all the patients within US because the critics argue that the presence of TJC needs to ensure that people are protected from deaths through implementation of safety requirements of TJC (Wachter, 2008). Problems in the Currents EB literature There are different issues that affect the people in the society and instead of focusing on the increased number of deaths without considering the causes, researchers should focus on the factors that show that there was negligence in operation in TJC so that they can assume that it fails. The data for analysis should be diversified to involve qualitative data that will have the perspectives of the people who receive the services of TJC and what they think can be done so that safety measures can be implemented. This will ensure that they can offer a reliable explanation to the people who receive healthcare services from organizations that comply with the TJC standards. The research should focus on the prevailing condition of all the people so that they can understand whether there are things that TJC could have implemented to ensure that all organizations offer quality services (Wachter, 2008). The research results, however, offer the overview of the condition of health of people that healthcare organizations are aware of the trends of deaths in their sectors. This has an explanation that could help healthcare organizations improve their provision of services to ensure that there is no loss of life of people as a result of careless handling of patients (Wachter, 2008). Recommendation for improvement of Current Policy Instead of carrying out regular surveys in to the healthcare organizations after three years that could cause the surveyed organizations to lower the standards of service, TJC should have their officers in every association to inspect the progress of the service delivery. TJC needs to implement stringent regulations to be adhered to, failure to which punishment is administered. Recommendation for Future Research Topic TJC will need to focus on the importance of organizational culture in measuring the effectiveness of the TJC policy. This focus will help the involved to define quality and safe services from a standard point of view that is not biased in any way. The research that they will carry out should focus on the causes of deaths and the severity of the condition at the time of seeking care so that they will not offer misguided information of the failure of the healthcare organization to protect patients.
