History "If you are the president of one country and you need to fire a nuclear bomb to enemy, what should you consider in this situation?" If the latter decide to form allies with other nations in great power that might act and respond with conspiracy to paralyze my economy and cause anxiety at threatening my people is another aspect I suppose I need to take into significant consideration.
