Manifestation of envy and selfishness, vanity, and morbid fanaticism inadvertently acquire in our imperfect society such diabolical forms as terrorism.

The experience of recent years, especially in our country, showed that terrorists most commonly use explosive devices in preference to solve the problems of a political, religious, or ethnic character. The use of explosive devices is partly explained by the ease of achieving the goal and low-cost technical means. It is not surprising that terrorism is often called “the cheap war”. In addition, guns, knives, and poison do not have such a powerful emotional impact on people, as is achieved with the help of explosives. Even in the case when it is possible to prevent the tragedy, the material damage caused to society, whose familiar life is interrupted for some time, is very serious. In addition, we cannot forget about the hard psychological impact on innocent people.

Conventionally, terror can be divided into mass and individual, depending on what the action is specifically directed, whether to Implementation of the threat to society as a whole or action against a specific individual. But in both cases, the purpose is to conduct a campaign of intimidation to achieve the maximum possible effect: to sow fear, and cause panic, and they, in turn, will finish the rest.
The actions of terrorists are always demonstrative by character. The perpetrator of acts of mass terrorism is often prone to a peculiar diabolical narcissism.

The complexity of dealing with terrorists is that they are, in essence, leading guerrilla warfare, a clandestine, insidious relentless fight without rules. Before making their inhuman act, the performers carefully prepare the operation, study the object, choose the means and methods, and determine the time and place of its implementation.
Until the causes of terrorism are eliminated, the fight against it is like an endless "race for the leader. " However, in practice, the fight against terrorism is much more complicated.

The sad statistics of recent years clearly show that over the past 20 years, terrorists tend to choose their act’s large public buildings, including residential, as it happens in our country, and abroad. Several of the victims and the damage caused in this case are enormous.

But along with the state authorities, a significant role in the fight against terrorism can be played by the public, including scientific communities, media, social communities, political parties, organizations, and movements. Public authorities could also help end conflicts, internecine clashes, and confrontations and reduce social tensions in cities and regions of the world, which a breeding grounds for terrorism and extremism.
