Proposed Project/Plan for Disaster Management July 9, This work in writing addresses electronic medical record access during a disaster management project. Proposed Project/Plan for Disaster Management I. Introduction The focus of this work in writing is the proposed project plan for disaster management. This work sets out a hypothetical plan for resolution of the problem and implementation of that problem resolution. The various roles of participants will also be identified. II. Hypothetical Plan for Problem Resolution At focus in the disaster management project plan is firstly the ability to access electronic medical data.

This requires a highly organized mechanism that is available to all actors during disaster management health care initiatives. A review of the literature in this area informs this study that regular records backup is a key component in any disaster management plan. Backups of medical records should not be stored on-site since the disaster situation may involve at its worst a complete loss of medical records in any given location. Therefore, it is important that the record backup be It is reported that a typical backup consists of the establishment of “three versions of data” including: (1) the previous generation of data; (2) the active data; and (3) a copy of the active data.

(CALRIM, 2002) Backup media should necessarily be “stored off-site.” (CALRIM, 2002) Backup records do make provision for protection of records however; backups do not make provision of quick recovery of the records. Electronic Recordskeeping Systems are stated to be the best method of recovery and disposition of data. (CALRIM, 2002, paraphrased) III. Implementation of Problem Resolution Digital Access Solutions offers a plan for fully integrated records and information management that includes: (1) Scan on Demand, including file scanning and secure web-based access ensuring quick access to records; (2) Backfile Scanning which includes improved access and distribution of records and conversion of hard copy documents to electronic records that are searchable; (3) Day Forward Imaging including scanning of departmental documents; and (4) a Web-Hosted Repository for storing, indexing, searching, retrieving, faxing and printing of electronic medical records.

Identification of the Roles of Various Participants Health Care Providers – Health care providers will access medical records in the process of providing health care to those affected by the disaster. Disaster Management Officials – Disaster management officials and workers will be involved in assisting with identification of those in need of health care and directing those seeking health care to the proper source for treatment. Local Governmental Authorities – Local governmental authorities will direct the location and operation of health care assistance during a disaster event.

FEMA Disaster Assistance Representatives – FEMA disaster assistance representatives will oversee the entire disaster assistance program operation. Health Care Workers – Health care workers assist health care providers in providing treatment to individuals in need of health care services during the disaster. Summary and Conclusion This work in writing has set for a manageable plan for medical records access during a disaster management program. This plan is one that is workable and has the potential to ensure the provision of timely and accurate health care services during a disaster event.
