For once, public opinion impacted national level decisions. Technological advances like phones and automobiles had an intense impact in aggravating conflicting situations. Railways made new lands accessible to empire builders. In their plan for economic expansion and boosting agricultural produce, Asia and Africa witnessed years of colonialism. They lost innumerable lives in their revolt for independence. Thanks to technology, the advancement in understanding the atom led the US to drop atom bombs in Japan.
The Balkans, freed from Ottoman rule witnessed ethnic rivalries in Austria - Hungary. Massacres were raging between Serbs and Moslems. Ethnic cleansing in the former Yugoslavia led to barbaric atrocities. J M Roberts states that in former Yugoslavia "the interplay of national hatreds after the collapse of the former Communist federal state let loose bloodshed on a scale which threatened to spill across boundaries and, some thought, threaten international peace" (512).
