The social welfare history entails the difficulties these other groups that include African Americans had endured when they suffered mistreatment from the whites. These problems included homelessness, unemployment, lack of education, discrimination, and illnesses. Many of them, during the earlier times, used to work for the whites. This led to the implementation of exceptionally many social reforms that all advocated for the protection of these groups, especially from discrimination. American citizens need social policies to enable them to live well and have proper medical care, education systems, security forces, and employment policies (Jansson, 2009). This is why social reforms are supremely valuable in every country. Without them, individuals will have to cater to all their needs without the help of the government. Society is largely made up of different individuals who have different capabilities; some are poor while others are extraordinarily affluent. Social welfare ensures that there is no distinction and that all people in the community get equal services. Imagine a life in the United States without social welfare policies, people would suffer extremely.

However, these social strategies have favored the wealthy while the poor have gained nothing from them. Whenever an affluent person gets bankrupt, the welfare state helps them get back on track (Jansson, 2009). One aspect that has been considerably enhanced by the state is housing. The president has devised a mechanism in which people of the United States who are not able to pay their mortgages will be helped by the state. This move is aimed at putting America's economy back to track for the growth of the country. The housing costs trends have been growing over the years making it hard for people to afford to pay their mortgages completely. This is because of the massive land use regulations that make it hard for the prices to be sustained. The Federal government is therefore planning to implement housing assistance programs to lessen the burden imposed by these regulations (Cox). The government through this program is planning on dealing with the increase in housing prices in areas with these land regulations. The president also encouraged the public to minimize the use of personal vehicles, as they will assist in minimizing the costs associated with vehicles. They should instead consider the use of public means of transportation. This according to the president is living in a “Smart Way”. Individuals benefit from the subsidy program in which their mortgage payments are deducted from their salaries when calculating their taxes (Jansson, 2009).

 People’s wages cannot buy those houses and willing homeowners have to incur debts for them to own houses. Those executing these programs should consider working on what caused the increase in the prices of houses in the affected areas. From this, they will be able to devise ways to ensure that it does not occur again in the future. The beneficiaries are those people living in areas under regulations. All these policies focus on helping the affluent and the middle category, the vulnerable groups are left out. Vulnerable groups also need social welfare strategies to help lead comfortable lives.
