The overcrowded nature of the correctional facility seams to an issue that needs to addressed. The objective of a correctional facility is to guide and transform criminals into responsible people. The issue of population in the facilities needs to be addressed and that is what the correctional officer under voluntary administrative segregation noted. There need to be a defined figure of inmates people being kept under custody. He noted the reduction of reduced number of inmates per facility in Colorado, a reduction by half is what the department has achieved (Raemisch, 2014).
