The current HIV prevention intervention programs that incorporate aspects that heighten susceptibility to HIV, like low educational level, domestic abuse, and poverty; and, second, the HIV tracking program of the Centers for Disease Control and Prevention (CDC). Hence, the paper will try to answer two research questions: HIV is a women’s problem in the United States, and specifically in NYC. It is an illness with huge variations in various groups. The CDC finds out that the percentage of new cases of HIV in the U.S. among the female population has massively increased almost quadrupled, in the recent decade.

Moreover, prevalence of HIV varies significantly by race. Here are several important facts (Smith, 2008, para 6-9): NYC policy advocates continuously try to enhance and expand HIV prevention, treatment and care programs for the people of NYC, including those infected or vulnerable through substance use, and racial minorities (Mukheriea &Vidal-Ortiz, 2006). The financial problem faced by NYC and the recent loss of millions of dollars in Ryan White subsidy raised a difficult problem for NYC and healthcare providers to deliver appropriate and effective treatment and care for women with HIV (Gotbaum, 2003).

Therefore, NYC policy advocates are confronting major problems with regard to factors associated with HIV risk among women, namely, poor education, domestic abuse, and poverty. Likewise, women’s groups and HIV associations all over the U.S. are campaigning against the current CDC HIV tracking or surveillance system.
