Conflict theory highlights for competition for scarce resources between rich and poor. Prostitution occurs as poor people try to close in on the gap between them and rich people in the society.

However, fragmentation can be solved through the institution of one regulated system at both state and federal levels. Health insurance and insurance policies are too expensive and complicated to allow an average person afford and understand it. Federal and state governments should make the policies comprehensible through law.
