The true democracy is a topic of hot discussions nowadays. Each country that claims to be democratic always uses a chance to prove that only it has real and full democratic political regime. But the further we keep using this term, the more uncertain becomes the meaning of it.
If we look at the origins of this term, we see it comes from ancient Greece, where democracy was understood as the ‘rule of the people.' In modern usage, is a system of government in which the citizens exercise power directly or elect representatives from among themselves to form a governing body, such as a parliament.
But what defines a well-built democracy?
According to political scientist Larry Diamond, democracy consists of four essential elements: (a) A political system for choosing and replacing the government through free and fair elections; (b) The active participation of the people, as citizens, in politics and civic life; (c) Protection of the human rights of all citizens, and (d) A rule of law, in which the laws and procedures apply equally to all citizens.
What we actually see nowadays id never a pure democracy. It is always some kind of mix of democracy and some other system. For example, primary forms include Direct democracy and Representative democracy, which already differ from each other. Direct democracy is the system where all eligible citizens have active participation in the political decision making, for example voting on policy initiatives directly. Whereas Representative democracy is representing an idea, in which the whole body of eligible citizens remains the sovereign power, but political power is exercised indirectly through elected representatives.
So, it is practically impossible to say, that we have democracy as pure phenomena, as it was initially created in Greece. Also, democracy includes all the citizens, women, immigrants and so on, whereas in Greece only men, who were under strict criteria, could vote and have rights.
